Purpose

The Health Strategy Director will provide leadership and expertise to advance community engagement, systems improvement, and policy strategies leading to the successful realization of the overall mission and goals of the Milwaukee Health Department (MHD). The Director works directly with department partners and clients to seek out new projects, engage the community in the department’s work, and provide expert advice. The Director serves as the department’s public health advisor for various community-level initiatives and represents the agency at community events and meetings.

Essential Functions

Strategy and Engagement

  • Lead and direct designated community teams/coalitions, coordinate all activities, staff and volunteers associated with the projects (e.g., identify issues, convene stakeholders, facilitate group planning processes, solicit community input, perform literature searches, identify best practices, and coordinate all project-related research).
  • Serve as a liaison for the department to the community and to other stakeholders.
  • Develop and implement timelines and schedules for department planning and assessment processes that assure active involvement of staff and/or community stakeholders.
  • Oversee the development and implementation of the City of Milwaukee’s Community Health Assessment, Community Health Improvement Plan (CHIP) and departmental strategic plan.
  • Utilize best practice methodologies in a manner consistent with national public health accreditation standards in all assessment and planning activities.
  • Oversee the administration and operations of the Health Strategy Division, which includes Public Health Strategists who advance system and policy level change to advance health equity.
  • Identify new community project opportunities that advance the mission of the MHD and address emerging community needs.

Systems Improvement and Policy

  • Manage, coordinate, evaluate and support department-wide activities that result in improvements to existing structures and systems to maximize program and administrative performance (e.g. performance management, quality improvement, strategic planning, and accreditation).
  • Facilitate change and improvement in the organization and public health practices.
  • Provide support to department divisions with identifying, developing and advancing policy interventions to improve public health including social determinants of health.
  • Provide analysis of public health policy with particular emphasis on the social determinants of health and achieving greater health equity.

Partnership and Resource Development

  • Collaborate with other public health professionals in the development of local and regional strategies to improve the health of Milwaukee and advance health equity.
  • Develop and sustain partnerships with community-based organizations and academic institutions to maximize public health impact.
  • Monitor local, state and federal grant opportunities, and evaluate proposals for alignment with the department’s mission.
  • Write proposals/grant applications to foundations, corporations and government agencies as appropriate; maintain relationships with foundation and corporate donors.
  • Collaborate internally and with other public health professionals to develop local and regional policy stances, including fact sheets, white papers, periodicals; and updates; to improve the health of Milwaukee and advance health equity.

Supervision and Project Management

  • Manage, direct and supervise multiple staff to ensure work products are of high quality and completed in a timely manner.
  • Directly supervise Health Strategy team members, including delegating assignments, providing guidance, reviewing work products, providing feedback and conducting performance evaluations.
  • Develop and implement the Department’s Community Health Improvement Plan, Strategic Plan, and Systems improvement projects, and develop relationships with community partners.

Minimum Requirements

  1. Bachelor’s degree in public health, public policy, public administration, health administration, urban planning or a closely related field from an accredited college or university.
  2. Five years of professional experience in public health policy or public health programming related to the essential functions outlined above.
  3. Valid driver's license at time of appointment and throughout employment.
  4. Possession of a properly insured vehicle at time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

  • Master’s degree in a related field as described above.

  • Knowledge of mathematics and the ability to make accurate calculations relative to statistical and quantitative data.
  • Knowledge and ability to work with computer applications, including database, project management spreadsheet and word processing software.

Current Salary

The current salary range (1GX) $66,435-$93,010 and the resident incentive salary range for City of Milwaukee residents is $68,428-95,800. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
