Purpose

Under the direction of the DER Staffing Services Manager, the Management Trainee provides support to the DER Staffing Services Section to fill positions at all levels in City departments.  The Management Trainee will assist in developing and implementing recruiting plans (including the use of social media), preparing and administering job analyses, reviewing applications, tracking vacancies, maintaining files, developing test and selection processes, administering examinations, reviewing and evaluating tests, monitoring quality metrics, and conducting workforce planning.

Essential Functions

Employee Selection & Recruitment

  • Assist Staffing Analysts in preparing job analyses, including administering focus groups and compiling results.
  • Proofread and post job announcement bulletins on JobAps; post City job information on social media sites and to standard recruitment job sites.
  • Ensure social media sites are up-to-date and of high quality.
  • Assist examination staff and analysts in the preparation and administration of tests, including written exams, performance tests, structured interviews, and training and experience review panels; brainstorm subject matter experts for various panels.
  • Assist staffing analysts in reviewing job applications to determine who meets minimum qualifications.
  • Assist staffing analysts in reviewing driver record abstracts and conviction records.
  • Provide back-up application completion assistance to DER customers via phone or in-person.
  • Represent the City of Milwaukee at job fairs, information sessions, or other outreach events on occasion.

Administration

  • Assist with file maintenance and organization (electronic and physical), ensuring confidentiality of examination materials.
  • Create and maintain a reference chart for comparing minimum qualifications within pay ranges for use in recruitment and selection process development.
  • Provide administrative support, including functions such as tracking the status of City-wide vacancies, assisting in the development of a departmental organizational chart, and assisting with New Employee Orientation.
  • Use computers and various computer applications to generate reports, analyze and store data, and compose written material.
  • Develop open and effective lines of communication with co-workers and supervisors to ensure that project and program goals are met.
  • Manage resources and processes to effectively and efficiently ensure the timely completion of assigned duties.

Quality Improvement and Workforce Planning

  • Assist with gathering and monitoring quality metrics such as time to fill, source of hire, candidate retention, candidate experience, quality of hire, and hiring manager satisfaction.
  • Seek ways to increase efficiency and improve recruiting and staffing processes.
  • Conduct research related to the development of improved services and delivery.
  • Assist with conducting workforce planning activities to help departments better plan for filling current and future vacancies.

Minimum Requirements

  1. Bachelor’s in public administration, business administration, human resources or a related field from an accredited college or university within the past two years (at time of application).

Note 1: Students in their final year of college (at time of application) may participate in the selection process, but are not eligible for appointment until degree completion.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of goal setting techniques to aid in meeting established timelines.
  • Knowledge of basic computer software applications to facilitate work processes (e.g. word processing, spreadsheet, and presentation software).
  • Ability to learn and become skilled at using enterprise human resources and applicant tracking software.
  • Knowledge of basic mathematical and statistical principles needed to complete job tasks.
  • Skill in all aspects of customer service to build and maintain customer satisfaction.
  • Skill in reading and interpreting a variety of written materials that are used in human resources.
  • Ability to plan and organize work to achieve goals.
  • Ability to use good time management techniques to complete duties in a timely manner.
  • Ability to maintain quality of work through careful attention to detail.
  • Ability to present information in a clear and concise manner orally and in writing to accurately express facts, data, and statistics.

  • Ability to review and analyze data related to recruitment and staffing and apply the results to reach accurate conclusions.

Current Salary

The current salary (PG 2EX) for City of Milwaukee residents is $50,130 annually, and the non-resident salary is $48,900.

Note: Management Trainees are not eligible to participate in the employees’ retirement system.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.

INITIAL FILING DATE - The examination will be held as soon as practical after Wednesday, July 3, 2019. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the needs of the City have been met. Qualified applicants will be notified of the date, time, and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration.
