Purpose

The Inspector General will provide leadership and guidance under the direction of the Common Council President, the Chair of the Public Safety and Health Committee, and the City Clerk, to receive and investigate complaints or allegations of wrongdoing or misconduct by employees or contractors that involve allegations of fraud, waste or abuse within City of Milwaukee programs or operations.

Essential Functions

  • Respond to public or internal complaints relating to the operations and programs within the City of Milwaukee. Maintain records of these complaints as well as the responses made.
  • Prepare regular reports to the Common Council of complaints received as well as the responses made to them.
  • Recommend possible avenues for Common Council investigation of City operations and programs including, but not limited to, investigations making use of the Common Council’s statutory subpoena authority.
  • Establish a working relationship and maintain regular contact with stakeholders.
  • In consultation and collaboration with the Office of the Comptroller, prepare and report on audits of operations and programs within the City of Milwaukee some resulting from complaints and others on the Inspector General’s own initiative.

Minimum Requirements

  1. Bachelor’s degree in accounting, business management, public administration, finance, economics, criminal justice, or closely related field from an accredited college or university.
  2. Three years of related experience investigating claims and/or performing audits of processes, procedures, outcomes and/or other operations.  

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Master’s degree in a closely related field from an accredited college or university.
  • CPA Certification.

  • Knowledge of best practices in process and data management.
  • Knowledge of data analysis and interpretation.
  • Ability to collaborate with personnel from the Auditing Division of the Comptroller’s Office and create a long term vision of what the Inspector General functions need to be in relation with the Council’s overall agenda.
  • Ability to apply practical solutions to resolve complex public or internal complaints.
  • An understanding of the issues facing the City of Milwaukee and other urban cities and how those issues are impacted by City operations.
  • Ability to read and interpret complex documents such as laws, policies, and technical publications.
  • Critical thinking and planning skills.
  • Ability to work effectively under pressure while handling multiple tasks.
  • Ability to work effectively in a diverse, collaborative, team-oriented environment.
  • Written communication skills to develop business correspondence, document investigations, respond to complaints and create reports.

  • Verbal communication skills to effectively respond to questions and concerns received from City employees and contractors.
  • Ability to utilize computer software, including databases and Microsoft Office Suite, such as Word, Excel and Outlook.
  • Ability to thoughtfully facilitate, mediate, and resolve complex and sensitive issues brought forth by concerned individuals.
  • Ability to maintain complete confidentiality; demonstrate honest, ethical behavior; and use sound judgment.

Current Salary

The current salary range (Pay Range 2IX) for City of Milwaukee residents is $58,462-$81,844 annually, and the non-resident salary range is $57,028-$79,836.  Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
