Purpose

The Water Payroll Specialist ensures the timely and accurate processing of payroll for all sections of Milwaukee Water Works (MWW) and processes information related to absences associated with various types of leave, including Family and Medical Leave (FMLA) and Paid Parental Leave (PPL).

Essential Functions

Payroll and Time Entry

  • Review, edit and approve time using the City’s online system.
  • Prepare and enter payroll adjustments and maintain all absences and leave balances in the City’s online time system and/or the Absence Analysis Calendar.
  • Work with MWW Administration to administer leaves.
  • Process employee retirement requests and related paperwork.
  • Complete wage information supplement sheets for Worker’s Compensation.
  • Answer and resolve payroll inquiries and/or discrepancies.

Human Resource Management System (HRMS)

  • Maintain employee personnel records, using the City's HRMS.
  • Calculate and enter personnel transactions, including salary increments, promotions, demotions and leaves.
  • Calculate, verify and adjust service and anniversary dates, based on City Service rules.
  • Work with the Department of Employee Relations (DER) to correct and adjust personnel records.
  • Track FMLA usage.

Reporting

  • Generate payroll reports including time owed and allowed, sick leave incentive and payroll registers; check the accuracy of the reports and adjust as necessary.
  • Maintain accurate and timely FMLA balances.
  • Run payroll reports and other HRMS queries to provide payroll/personnel information to managers, other City departments and outside agencies.
  • Maintain detailed personnel and payroll records.

Payroll Lead

  • Review and approve payroll adjustments made by other MWW sections.
  • Advise and consult with Office Assistant IVs performing payroll duties.

Conditions of Employment

  • Due to the time-sensitive nature of the processing of the MWW payroll, the Water Payroll Specialist must be willing and able to work beyond standard business hours and be flexible to work non-standard hours.
  • Personal time off is limited and potentially not allowed on payroll close-out Mondays and Tuesdays and during short holiday weeks.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Four years of office support experience performing duties related to the position, including payroll functions.

Equivalent combinations of education and experience may be considered. For example, an Associate Degree in accounting may be substituted for up to two years of the experience.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Basic knowledge of City payroll policies and related ordinances.
  • Ability to learn and accurately apply the DPW/MWW policies regarding pay practices.
  • Knowledge of mathematics and accounting related to complex payroll functions; ability to make accurate calculations.
  • Knowledge of enterprise automated payroll systems and familiarity with payroll data.
  • Ability to use a highly automated online time entry system and the PeopleSoft HRMS payroll system. 
  • Ability to maintain records in a confidential, organized manner and in accordance with City record retention policies.
  • Proficiency using standard computer software and programs, such as word processing, spreadsheet, and databases.
  • Ability to read, interpret, and apply information based upon work-related documents.
  • Analytical skills to gather, research, and review information to determine trends and offer solutions.
  • Ability to work independently and function as part of a team.
  • Attention to detail to review the work of others and to ensure accuracy in work and compliance.
  • Ability to guide users in the use of CityTime and HRMS.

Communication and Interpersonal

  • Verbal communication skills to convey technical information to both other financial professionals and to those outside the profession.
  • Written communication skills to prepare clear and concise business correspondence and reports.
  • Ability to effectively communicate in person, via phone and in writing.
  • Ability to maintain professionalism in adverse communication situations.
  • Ability to cooperatively, effectively, and fairly work with coworkers and other City employees whose backgrounds may differ from one’s own.
  • Customer service skills to capably assist employees, payroll assistants, and City managers with payroll inquiries or problems.

  • Ability to work with confidential information and properly maintain sensitive personnel records.

Current Salary

The current salary range (Pay Range 2IN) is $63,860-$85,151 annually, and the resident incentive salary range for City of Milwaukee residents is $65,776-$87,706 annually. Appointment will be made in accordance with the provisions of the Salary Ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Milwaukee Water Works reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
