About the Milwaukee Water Works

The Milwaukee Water Works (MWW) is a national leader in providing high quality, healthy drinking water. The Milwaukee Water Works is owned by the City of Milwaukee and is under the policy direction of the mayor and common council. We adhere to regulations of the Environmental Protection Agency (EPA) and the Wisconsin Department of Natural Resources (DNR) for facilities, operations, and water quality. The Public Service Commission of Wisconsin (PSC) sets water rates and service charges and monitors our accounting. We purify Lake Michigan water to provide fresh drinking water to 866,993 people in 16 communities in Milwaukee, Ozaukee, and Waukesha counties.

Purpose

The Water Security Manager plans, organizes and leads activities pertaining to the safety, security, operations and maintenance of all structures, building and facilities owned and/or operated by the MWW.  

Essential Functions

SECURITY MANAGEMENT

  • Ensure physical security systems are functioning optimally.
  • Ensure contractor(s) providing security services meet requirements and adhere to all security policies and procedures.
  • Respond to security incidents and follow up, as appropriate.
  • Create and administer comprehensive security policies and programs covering all hours, 24/7/365, and during special events.
  • Identify and assist with the design of improvements to MWW facilities to ensure the highest degree of security against intrusion, sabotage or other potential breaches.
  • Manage essential building systems including security management and security camera systems.
  • Collaborate with MWW staff and external entities to design and implement security systems.
  • Review MWW cybersecurity with the Information Technology (IT) unit and develop solutions to address vulnerabilities.
  • Provide technical expertise in surveillance equipment, locks, card access and other security systems.
  • Build partnerships with other stakeholders in critical infrastructure security and emergency planning, to include law enforcement, emergency management, neighboring water utilities, and residents living near MWW facilities.
  • Promote security awareness, establish security expectations and provide security training.

EMERGENCY MANAGEMENT

  • Act as the Emergency Management Coordinator for MWW, including developing and coordinating emergency response plans.
  • Serve as the point of contact for the city’s Emergency Management Department and the Emergency Operations Center (EOC).
  • Serve as subject matter expert regarding federal, state and local regulations governing emergency and protective plan procedures.
  • Develop and lead tabletop and full-scale training exercises to improve the response and preparedness for various emergencies.
  • Conduct “After Action Review” meetings; prepare reports and lead efforts to improve future response to emergency events.

FACILITY MANAGEMENT

  • Monitor and evaluate operations and maintenance activities for productivity, efficiency and effectiveness.
  • Contribute to Requests for Bid (RFB) and Requests for Proposal (RFP) related to facilities management.
  • Act as liaison with contracted security, other DPW divisions and City agencies for operation and maintenance activities.
  • Manage agreements with cell carriers leasing space at MWW facilities.
  • Arrange and lead facility tours for new employees.

POLICY MANAGEMENT

  • Develop and manage various security-related policies and plans, including asset management and protection, building access, emergency/disaster recovery.
  • Work on project management teams for high impact capital projects.

ASSET MANAGEMENT

  • Manage the utility’s asset protection plan.
  • Conduct regularly-scheduled vulnerability assessments of utility assets.
  • Ensure appropriate processes are in place to safeguard MWW employees, visitors and assets.
  • Assist section management to plan, establish and maintain annual and long-range preventative maintenance and asset replacement programs.

Conditions of Employment

The Water Security Manager must be willing and able to:

  • Work rotating hours, including some weekends and evenings, and accept calls during off-hours.
  • Occasionally provide security support for after-hours and special events held on MWW property.
  • Perform physical work that includes climbing, standing, walking, crouching, kneeling, reaching, pushing, and pulling.
  • Lift items weighing 10-20 pounds and occasionally exert force to move items weighing up to 50 pounds.
  • Work on occasion in facilities without temperature regulation, such as covered loading docks and garages.

Minimum Requirements

  1. Bachelor's degree in architecture, criminal justice, building security management or a related field from an accredited college or university.
  2. Three years of experience conducting facilities operations that include security, emergency, project and building maintenance management related to the essential functions of this position.  
  3. Valid driver's license at the time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

Current Salary

The current salary range (PR 2HX) is $57,081-$79,909 annually, and the current resident incentive salary range for City of Milwaukee residents is $58,793-$82,306. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
