Purpose

The Civil Engineer I within the Milwaukee Water Works (MWW) designs and prepares construction plans and technical specifications for various MWW Capital Improvement Program (CIP) projects, such as water main replacements and extensions, water plant and pumping station infrastructure repair or replacement, and new infrastructure.

NOTE: The Civil Engineer I will serve an underfill of the Civil Engineer III title. Completion of the underfill and progression to the Civil Engineer II and III level is based upon successful completion of a probationary period, development of competencies, and meeting performance criteria.

Essential Functions

Water Engineering Design

  • Perform engineering design work to MWW, Wisconsin Department of Natural Resources (WDNR), and American Water Works Association (AWWA) standards for the installation of new and replacement water mains and modifications to existing MWW facilities, including roofs, windows, pumps, valves, roadways, and structures.
  • Prepare and review engineering project cost estimates for MWW CIP projects.
  • Develop contract documents and requests for proposal (RFPs) to advertise, bid, and award project contracts.
  • Perform construction management tasks for water main and plant projects.

Review and Inspection

  • Review various water main and plant project submittals for accuracy and compliance with MWW specifications.
  • Review State, County, and local design plans for paving, sewer, and other projects for impacts on MWW infrastructure.
  • Review private utility plans that may be in conflict with MWW facilities.
  • Inspect water main and plant projects.
  • Prepare closeout documents of water main and plant projects.

Records Management

  • Update water system maps using geographic information systems (GIS) software.
  • Review, check, and revise inspector reports for water system changes.
  • Use Global Positioning System (GPS) equipment for field location of water system and system map updates.

Conditions of Employment

The Civil Engineer I must be willing and able to do the following:

  • Travel independently throughout the entire Milwaukee Water Works (MWW) service area, including St. Francis, Greenfield, Hales Corners, West Milwaukee, and Waukesha.
  • Tolerate various environmental conditions indoors and out (e.g., noise, vibration, dirt, pollen, and sewer gases) and work outdoors in variable and extreme weather conditions (e.g., heat, cold, rain, wind, and snow).
  • Work in confined space settings (training provided).
  • Wear industry standard PPE (personal protective equipment), including hard hat, safety vest, work boots, gloves, and respirator.
  • Hear directions given in a noisy, distracting environment.
  • See clearly both near and far to read signage and perform job duties safely and accurately.
  • Perform physical activities in work environments that require walking, standing, and balancing; climbing stairs, ladders, and scaffolding; crawling, stooping, and kneeling; and reaching, pushing, and pulling.
  • Exert up to 10 pounds of force occasionally to lift and move objects.

Minimum Requirements

  1. Bachelor’s Degree in Civil Engineering from a school accredited by the Engineering Accreditation Commission of ABET. See notes, below.
  2. Valid driver’s license at time of appointment and throughout employment. NOTE: Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of the principles and practices of civil engineering as they relate to the planning and design of infrastructure improvements.
  • Ability to learn and use computerized civil engineering design programs, such as AutoCAD, MicroStation, and ArcGIS.
  • Ability to use standard computer software such as Microsoft Word, Excel, Outlook, and Teams.
  • Knowledge of mathematics such as arithmetic, algebra, geometry, calculus, statistics, and the ability to make accurate calculations.
  • Knowledge of construction practices and materials.
  • Knowledge of physical and predictive principles, laws, and their interrelationships and application to fluid dynamics.
  • Ability to learn and adhere to AWWA, WDNR, and MWW regulations, standards, guidelines, and practices.
  • Ability to collect, research, and analyze data to make informed decisions.
  • Ability to maintain accuracy and attention to detail.

Communication and Interpersonal

  • Verbal communication skills to effectively communicate with colleagues, City and agency officials, and members of the public.
  • Ability to work courteously, cooperatively, and effectively with people whose backgrounds may differ from one’s own.
  • Written communication skills to be able to prepare clear and concise reports and correspondence.
  • Interpersonal skills to work effectively in a team environment.

Current Salary

The current salary range (Pay Range 2EN) is $61,325-$65,989 annually, and the resident incentive salary range for City of Milwaukee residents is $63,165-$67,969 annually. 

Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

In accordance with the City of Milwaukee Salary Ordinance, an employee with a Professional Engineer License will be paid an additional 3%.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
