Introduction

Purpose
Under the direction of the Water Works Human Resources
Administrator, the Human Resources Representative, provides a wide range of
professional human resources services relating to workforce development,
hiring, training and development, staff retention and employee separations for the
Milwaukee Water Works (MWW).

Minimum Requirements
- Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
- Bachelor’s degree in human resources management, industrial relations, psychology, business administration, public administration or a related field from an accredited college or university.
- Three years of progressively responsible human resources experience, including screening and interviewing candidates, applying employment laws and regulations, administering leave programs, providing training and development, performing data analysis and writing related reports.
- Valid driver’s license at the time of appointment and throughout employment.
Equivalent combinations of education and professional experience will be considered.

Desirable Qualifications
- Master’s degree in industrial relations, organizational or educational psychology, human resources management, business administration, public administration, or a closely related field from an accredited college or university.
- Public sector human resources experience.

Technical
- General knowledge of the principles and practices of human resource administration.
- Ability to learn and apply job analysis methods and to perform related research.
- Ability to perform accurate data entry and mathematical calculations relating to pay and budget.
- Ability to read, understand, interpret and apply job-related materials such as laws, civil service rules and policies.
- Ability to develop and execute recruitment plans and strategies.
- Ability to analyze data/metrics and identify trends.
- Knowledge of all grammatical and punctuation conventions.
- Ability to learn and effectively utilize the applicant tracking and employee data systems, such as JobAps and PeopleSoft Human Capital Management (HCM) to produce reports and retrieve data.
- Proficiency using standard computer programs such as Microsoft Word, Excel and PowerPoint.

Current Salary
The current salary range (PR 2KX) is $76,030-$96,768
annually, and the resident incentive salary for City of Milwaukee residents is $78,311-$99,671
annually. Appointment will be made in accordance with the City of Milwaukee
Salary Ordinance.
Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of related education,
experience and accomplishments, an evaluation of written communication,
interviews, and/or other assessment methods. The Department of Employee Relations
and the Common Council-City Clerk reserve the right to call only the most
qualified candidates to proceed in the selection process. Information from the
selection process will be used to make a hiring decision. Selected candidates
will be transferred and/or promoted to the position.
INITIAL FILING DATE – The selection process will be held as soon as practical after the deadline listed above. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the needs of the City have been met. The applicant is responsible for attending all phases of the selection process at the time and place designated by the hiring authority.
NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
