Purpose
Under the direction of the Facilities Manager, the
Facilities Supervisor directs the custodial and maintenance personnel and the
mechanical operations of the Milwaukee Public Library (MPL) system, including
the historic landmark Central Library and 12 other facilities.
Essential Functions
Supervision
- Plan, assign, and prioritize work schedules for routine, emergency, and preventative maintenance repairs of all MPL buildings, grounds, and equipment.
- Foster an environment that fosters exemplary customer service.
- Implement performance management principles; participate in staff recruitment and selection processes.
- Counsel unit staff on the provision of high-quality service.
- Prepare reports and budget requests and assist in maintaining records of supplies and equipment used by MPL Facilities and Fleet Services.
Maintenance and Contractor Coordination
- Oversee the operation of building automation and security systems, including the contracts for these systems.
- Coordinate routine maintenance with contractors, including electrical, carpentry, painting, and masonry.
- Obtain estimates for emergency and routine maintenance.
- Monitor contracted projects from inception through completion; verify completed assignments to ensure that quality work is being performed and invoicing is accurate and timely.
- Conduct or schedule periodic inspections of the physical condition and operating efficiency of mechanical equipment.

Conditions of Employment
The Facilities Supervisor must be willing and able to do the
following:
- Be on call 24/7 during emergencies such as equipment failure, theft or vandalism, fire, water detection, and weather damage.
- Exert up to 50 pounds of force occasionally and 10-20 pounds frequently to move objects.
- Perform medium physical work that includes standing, walking, climbing, crouching, kneeling and making repetitive motions.
- Withstand variable environmental conditions (temperature changes and exposure to dust), both outdoors and indoors (including loading docks and garages).
- Travel frequently to MPL buildings and other remote work locations.
- The Facilities Supervisor is required to file a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.
Minimum Requirements
- Associate degree in construction technology, architectural studies, engineering, facilities management, heating, ventilation, and air conditioning (HVAC) or a closely related field from an accredited college.
- Four years of experience in project management and/or building and grounds maintenance, including two years working in a lead worker or project oversight capacity.
- Valid driver’s license at time of appointment and throughout employment and availability of an insured personal vehicle for use at work. (Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code).
Equivalent combinations of training and experience may also be considered.

Desirable Qualifications
- Bachelor’s degree in facilities, construction, technology management, mechanical engineering, architecture or a related field from an accredited college or university.
- Experience in a building trade such as HVAC, carpenter, electrician, or plumber.
Knowledge, Skills, Abilities & Other Characteristics
TECHNICAL
- Knowledge of best practices in the maintenance and repair of buildings, from historic to modern.
- Knowledge (general) of building trades, including HVAC, electrical, lighting and motors, plumbing, soundproofing, painting, carpentry, roofing, masonry, asbestos removal, and fire protection systems.
- Knowledge of building automation and security systems; ability to operate control systems remotely.
- Knowledge of facilities management practices and energy conservation strategies.
- Knowledge of grounds maintenance in all seasons, including snow and ice control operations.
- Knowledge of and commitment to accident prevention and safety.
- Ability to read and interpret job-related documents, policies and procedures, blueprints, plans, and technical specifications.
- Knowledge of mathematics and the ability to assist with budget preparation and supply management.
- Knowledge of and ability to use facilities management and maintenance computer applications, computer aided drafting, word processing and spreadsheet software.
- Skill in using electrical, mechanical, and carpentry hand tools and measurement and controls testing devices.
COMMUNICATION AND INTERPERSONAL
- Ability to prepare accurate correspondence, specifications, and reports.
- Customer service skills to build effective relationships with managers, colleagues, direct reports, other City officials and staff, contractors, and the public.
- Ability to work cooperatively and effectively with people whose backgrounds may differ from one’s own.
- Ability to communicate with patrons and others with the appropriate level of information, explanation, and professionalism.
SUPERVISORY
- Ability to assign duties, set performance standards, monitor work in progress, evaluate performance, and make hiring recommendations.
- Ability to provide guidance and training and to coach team members to success.
- Ability to achieve customer service excellence through staff training and supervision, satisfactory complaint resolution, and contractor compliance.
- Ability to effectively supervise contractors engaged in maintenance and construction services; ability to uphold decisions made by the Department.

Current Salary
The salary range is (pay range 1JX) $102,938 - $117,177
annually and the resident incentive salary for City of Milwaukee residents is $106,026-
120,692 annually. Appointment above the minimum of is possible based upon
experience and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education, experience
and/or responses to supplemental questions; a written or performance test, a
structured interview or other assessment methods. The Department of Employee
Relations reserves the right to call only the most qualified candidates to
structured interviews and performance examinations. Structured interviews may
include written exercises. Selection process component weights will be
determined by further analysis of the job.
