Purpose

The Human Resources (HR) Representative/ HR Analyst – Senior/ HR Analyst performs a wide range of employee relations functions, focusing on staffing, training, development and disciplinary matters within the Operations Division.

Essential Functions

Human Resources Administration and Staffing     

  • Review, prepare, and update all job descriptions.
  • Collaborate with the Department of Employee Relations (DER) to perform job analyses and to develop announcement bulletins, recruitment plans, supplemental questions, and selection process components.
  • Consult with hiring managers regarding interview processes, including identifying and scheduling panel members and creating interview questions and rating criteria.
  • Implement and ensure the use of innovative and equitable strategies for all hiring practices.
  • Conduct reference and background checks for new employees.
  • Advise and recommend strategic HR solutions to attract and retain employees to improve service and delivery outcomes. 
  • Monitor changes in the position and salary ordinances; implement accordingly.
  • Conduct new employee onboarding, orientation and probationary reviews.

Staff Development, Performance Management, and Work Force Planning

  • Assess employee training and development needs; develop and deliver effective training programs. 
  • Provide guidance and direction to managers regarding employee performance; perform complaint investigations; implement improvement plans and disciplinary matters in collaboration with leadership.
  • Provide counseling to staff related to employment, education, training, and advancement opportunities.
  • Counsel supervisors and employees on issues related to the Civil Service Rules, work rules, policies, procedures, and employment law.
  • Work with supervisors and managers to conduct stay interviews; compile quarterly reports of stay interview feedback for review by leadership.
  • Analyze turnover, overtime, and sick leave usage to develop a comprehensive plan to address staffing shortages.
  • Gather data and produce reports for leadership including reports regarding staffing.
  • Review and track probationary reports and assist in requesting probation extensions.
  • Conduct exit interviews with employees leaving the organization.
  • Respond to unemployment claims and participate in hearings on behalf of the department.
  • Develop strategies to achieve and maintain staffing levels to ensure appropriate service levels.

Conditions of Employment

  • Must be able to work some extended hours, weekends and/or holidays to provide service as needed for snow and ice control operations.

Minimum Requirements

1.   All levels: Bachelor’s degree in human resources management, industrial relations, psychology, business administration, public administration, or a related field from an accredited college or university.

2.   In addition to the above, the requirements for Human Resources Representative and Human Resources Analyst-Senior include:

  • Human Resources Representative (Pay Range 2HX): Three years of progressively responsible human resources experience, including creating, validating and administering selection processes; recruiting, screening and interviewing candidates; applying employment laws and regulations; and writing reports.
  • Human Resources Analyst-Senior (Pay Range 2FX): Two years of progressively responsible human resources experience, as described above.

3.   Valid Driver's License at time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Master’s degree in industrial relations, organizational or educational psychology, business administration, public administration, human resources management, or a closely related field from an accredited college or university.
  • Public sector human resources experience.

Knowledge, Skills, Abilities & Other Characteristics

Technical      

  • Knowledge of human resource practices, including hiring, onboarding, succession planning, and recruitment and disciplinary procedures.        
  • Knowledge of the laws, rules, and regulations governing the practices and procedures of human resources; ability to provide current advice on human resources topics.         
  • Ability to interpret City ordinances and rules regarding employment, including the CSC rules and the Salary and Positions ordinances.         
  • Ability to use standard and enterprise computer applications such as the Microsoft Office suite, databases, Peoplesoft Human Capital Management (HCM), and time entry systems.         
  • Ability to handle staffing and performance issues, including the implementation of performance improvement plans and discipline.         
  • Skill in identifying complex human resources issues and reviewing related information to develop and evaluation options and implement solutions.

  • Verbal communication skills to respond to questions from employees, managers, and administrators and to present before committees and groups.        
  • Ability to use tact and diplomacy when interacting with the public, elected officials, and City employees.         
  • Ability to work cooperatively, effectively, and fairly with coworkers and residents whose backgrounds may differ from one's own.

Current Salary

Human Resources Representative (Pay Range 2KX):

  • The current salary range (2HX) is $76,030- $96,768 annually, and the resident incentive salary range for City of Milwaukee residents is $78,311-$99,670.

Human Resources Analyst-Senior (Pay Range 2JX):

  • The current salary range (2JX) is $71,341-$90,796 annually and the resident incentive salary range for City of Milwaukee residents is $73,482-$93,520.

Human Resources Analyst (Pay Range 2IX):

  • The current salary range (2IX) is $66,906-$85,151 annually and the resident incentive salary range for City of Milwaukee residents is $68,913-$87,706.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
