Purpose
The Management Accountant Senior plans, implements, and supervises
the accounting activities for the Milwaukee Public Library (MPL), including
monitoring budgetary and financial administration of operations and maintenance
(O&M), grant and capital funds.
Essential Functions
Accounting and Reporting
- Perform accounting, reporting, and billing for operating, reimbursable, capital, and grant projects.
- Coordinate with program managers regarding submission of financial documentation and expenditure reporting.
- Maintain records and documentation for contracts, billing, receivables and payables to ensure compliance.
- Develop and distribute internal reports for departmental management on grant and project spending, revenue, and other fiscal topics.
- Work in partnership with other City departments, auditors, grantors, and MPL staff to resolve issues and discrepancies.
Budget and Finance
- Assist in the preparation of the annual budget, including analyzing and summarizing operating expenditure and salary data.
- Monitor budget accounts while maintaining expense and revenue records. Prepare related reports as needed.

Minimum Requirements
- Bachelor’s degree in business administration or a closely related field from an accredited college or university.
- Two year of accounting and/or financial experience related to the position.
Equivalent combinations of education and experience may also be considered.

Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of the principles and practices of governmental accounting, budgeting, and the analysis and reporting of financial data.
- Knowledge of grant accounting and the ability to learn related state and federal grant procedures.
- Commitment to keeping up-to-date with best practices in accounting.
- Ability to read, understand, and interpret complex work-related documents such as contracts, budgets, financial statements, accounting policies and procedures, corporate documents, and audit reports.
- Ability to proficiently use spreadsheets, databases, word processing software, and statistical programs.
- Skill in conducting research, analyzing complex issues, and formulating recommendations.
- Ability to learn and use the City’s Financial Management Information Systems (FMIS) and Human Resources Management System (HRMS) and other reporting software.
Communication and Interpersonal
- Ability to work well independently and function as part of a team.
- Verbal communications skills, including the ability to present data and findings in a concise and clear manner before various audiences.
- Written communication skills, including the ability to credibly write reports, business correspondence, emails, and procedures manuals so they can be understood by individuals at all levels of the organization.
- Ability to practice active listening by giving full attention to what other people are saying, taking time to understand the points being made, and asking questions as appropriate.
- Ability to lead and work cooperatively with team members, grant partners and participants, departmental representatives, and City officials.

Current Salary
The current salary range (2JX) is $71,341- 90,796 annually,
and the resident incentive salary range for City of Milwaukee residents
is $73,482-$93,520 annually. Appointment above the minimum is
possible based upon level of experience and other qualifications and is subject
to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education, experience
and/or responses to supplemental questions; a written or performance test, a
structured interview, or other assessment methods. The Department of Employee
Relations reserves the right to call only the most qualified candidates to
structured interviews and performance examinations. Structured interviews may
include written exercises. Selection process component weights will be
determined by further analysis of the job.
