Purpose

Positions are available in both the Street Lighting and Traffic sections of the Department of Public Works (DPW)-Infrastructure Division.

  • The Engineering Technician IV-Street Lighting conducts investigations; performs planning, design, and layout; and estimates costs in conjunction with various types of permit review, utility improvements, and the street lighting capital improvement program.
  • The Engineering Technician IV-Traffic performs layout and design of the City of Milwaukee’s Traffic Control Signing System.

Essential Functions

STREET LIGHTING SPECIALTY:

  • Review permit requests for their impact on City street lighting facilities.
  • Compile information on current lighting facilities, work required to eliminate conflicts, and deposits necessary for street lighting work to be completed by contractors, architects, public utilities, and other City, County, and State governmental agencies.
  • Coordinate the protection, adjustment, or relocation of street lighting facilities in conjunction with City projects or to accommodate other public or private construction projects.
  • Maintain records and perform all planning and design work related to the installation, operation, maintenance, or removal of City alley lighting facilities.
  • Perform planning, drafting, field investigation, feasibility studies, data gathering, final site layouts, plan preparation, cost estimates, work orders, timetables, and material lists in conjunction with street lighting capital improvement projects.

TRAFFIC SPECIALTY:

  • Prepare plans, work orders, other related documents, and cost estimates for the installation of traffic control signs for State and Local paving projects.
  • Maintain traffic sign records on computer-based, hard copy document, and other data retention systems.
  • Generate and distribute reports from the sign inventory database.
  • Coordinate sign installation and related work with field and shop personnel.
  • Investigate requests for the repair, replacement, or installation of new traffic control signs from City officials and the general public.

BOTH SPECIALTIES:

  • Prepare layouts and issue work orders to field and shop personnel for various capital improvement and operations and maintenance programs and work tasks.
  • Perform field layout of installations for paving and other improvement and maintenance projects.
  • Contact Diggers’ Hotline to obtain necessary clearance for underground work related to new street lighting or new sign installations.

Conditions of Employment

The Engineering Technician IV must be willing and able to do the following:

· Perform light physical work, including exerting up to 10 pounds of force occasionally.

· Stand, walk, and crouch; reach, push, and pull; and perform work requiring repetitive motions.

· Withstand variable indoor and outdoor environmental conditions, such as temperature changes, rain, and snow.

Minimum Requirements

1. Associate degree in civil engineering from an accredited college AND two years of related engineering or construction experience performing duties similar to the essential functions listed above, OR four years of related engineering or construction experience performing duties similar to the essential functions listed above.

 

NOTE: College-level engineering curriculum courses, for which an average grade equivalent to “C” was earned, may be substituted for up to three years of the required experience. Substitution will be made on the basis of five credits equals three months of experience and no substitution will be made for fewer than five credits. The hiring department will verify candidates’ education as part of the background screening process prior to extending any job offers.

 

2. Valid driver’s license at time of appointment and throughout employment.

 

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

· Knowledge of the Manual on Uniform Traffic Control Devices, State Statutes, and City Ordinances related to traffic control and parking (Traffic Specialty).

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Proficiency with computer systems, including the Microsoft Office suite.
  • Ability to read and interpret technical drawings and documents.
  • Knowledge of construction practices.
  • Ability to learn the City's permit system Accela (Street Lighting Specialty).
  • Ability to use proper tools to measure, estimate, and verify construction project specifications.
  • Knowledge of construction methods and techniques.
  • Ability to learn to produce accurate, detailed plans, drawings, maps, and diagrams using MicroStation.
  • Ability to prepare cost estimates.

COMMUNICATION AND INTERPERSONAL

  • Written communication skills, including the ability to effectively write technical reports and general business correspondence.
  • Verbal communication skills to present information and respond to questions.
  • Ability to build and maintain productive working relationships, both within and outside the Department of Public Works.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one's own.
  • Interpersonal and teamwork skills to be able to develop and maintain effective working relationships with managers and colleagues.

Current Salary

The current salary range (Pay Range 3NN) is $52,210-$63,772 annually, and the current incentive salary range for City of Milwaukee residents is $53,776-$65,685 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
