Purpose
The Mechanical Plan Examiner examines plans,
specifications, and other data pursuant to all regulations of the State of
Wisconsin Plumbing Code, the City of Milwaukee Code of Ordinances, Milwaukee
Water Works (MWW), Milwaukee Sewer Engineering, Stormwater Management,
Milwaukee Health Department (MHD), Milwaukee Metropolitan Sewer District
(MMSD), and other regulatory agencies. Plans subject to examination include
those related to the construction of all types of new structures and buildings
and proposed alterations and additions to existing buildings, parking lots,
private sewer mains, private water mains, storms water detention basins, and
related plumbing systems.
The names of eligible candidates who successfully complete
the selection process will be placed on the highest-level eligible list for
which they qualify.
Essential Functions
Both titles (Mechanical Plan Examiner
II/III):
- Examine and approve plans for the installation of plumbing and related mechanical systems.
- Conduct
field investigations of unique plumbing systems and products.
- Perform troubleshooting of plumbing systems that fail and make recommendations for correcting such systems to conform to code.
- Consult with City and State departments regarding new products, materials, and plumbing systems for approval or denial of installation.
- Review and evaluate requests for variances or modifications to the State of Wisconsin Plumbing Code SPS 380‑387 and MWW, MHD, and Sewer Engineering regulations.
- Coordinate the issuance of permits with other City departments and governmental agencies, including the MMSD, Milwaukee County, and the State of Wisconsin.
- Maintain records and other data necessary to the uniform flow of plan processing and the issuance of permits; update and maintain computer plan entries of plumbing plan data, microfilm files, and product catalogs.
Mechanical Plan Examiner III:
- Serve as a resource regarding new plumbing products, materials, technologies, and installation techniques, including training staff and maintaining a current library of product information.
- Provide consultation to plumbers, engineers, and architects as to the design and installation of plumbing and related systems.

- Must be willing and able to perform field work throughout Milwaukee.

- Must be able to lift and move up to 25 pounds and perform physical work that entails climbing, stooping, and bending.
Minimum Requirements
At time of application:
Mechanical Plan Examiner
III:
1. Bachelor’s degree in mechanical engineering or a closely
related field from an accredited college or university PLUS four years of professional experience in
the design and construction of plumbing for commercial buildings or a
comparable field, OR
Three years
as a State of Wisconsin Department of Safety and Professional Services (DSPS) licensed
journey-level plumber.
Mechanical Plan Examiner
II:
1. Bachelor’s degree in mechanical engineering or a closely
related field from an accredited college or university PLUS three years of professional experience in
the design and construction of plumbing for commercial buildings or a
comparable field, OR
Two years as
a State of Wisconsin DSPS licensed journey-level plumber.
Both titles require the following
within six months of employment and throughout employment:
2. State of Wisconsin DSPS license as a Master Plumber.
3. State of Wisconsin DSPS certification as a Commercial Plumbing Inspector.
Within twelve months of
employment and throughout employment:
4. Certification with the State of Wisconsin DSPS as a Commercial Building Inspector.
At time of appointment and
throughout employment:
5. Valid driver's license.
Equivalent combinations of education and
experience may also be considered.

Desirable Qualifications
- Registration as a Mechanical Engineer or Designer of Engineering Systems with the State of Wisconsin DSPS.
Knowledge, Skills, Abilities & Other Characteristics
Technical:
- Thorough knowledge of State of Wisconsin plumbing codes.
- Knowledge of codes and requirements related to plumbing and water services installations for MWW, MMSD, MHD, and the Milwaukee Department of Public Works (DPW).
- Knowledge of plumbing materials and methods.
- Knowledge of methods and standards relating to major building construction.
- Knowledge of underground and above ground storm water detention systems.
- Skill in using both standard and job-specific computer applications.

- Customer service and interpersonal skills to be able to work effectively with staff and elected officials, contractors, representatives of various governmental agencies, and the general public.

Current Salary
Mechanical Plan Examiner III:
The current salary range (Pay Range 2JN) is $85,502-$90,796
annually, and the resident incentive salary range for City of Milwaukee
residents is $88,067-$93,520. Appointment will be made in accordance with the City of Milwaukee Salary
Ordinance.
Mechanical Plan Examiner II:
The current salary (Pay Range 2GN) is $74,974 annually, and the resident incentive salary
for City of Milwaukee residents is $77,223 annually. Appointment will be made in accordance with
the City of Milwaukee Salary Ordinance.

Selection Process
THE
SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test; a structured interview; or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
