Purpose

The Water Information Technology Supervisor plans, directs, and coordinates all activities related to managing server the software suites, licensing, billing system, Geographic Information Systems (GIS) and database administration for the Milwaukee Water Works (MWW).

Essential Functions

Oversight

  • Supervise all activities of the utility’s enterprise software packages.
  • Set attainable goals and provide guidance to management for technical deliverables.
  • Serve as the team supervisor and assist the Information Technology (IT) Manager with monitoring staff activities, productivity, and methods.
  • Participate in the hiring process, training, and supervision of MWW IT staff; coach and counsel staff.
  • Plan, develop, and implement coaching and training programs for staff on the use of new and existing resources.
  • Maintain current documentation and ensure adherence to standard operating procedures.
  • Communicate planned system maintenance to management and key system users.
  • Enter and approve payroll and maintain all payroll documentation and records for the MWW IT staff.

Technology Management and Security

  • Work with software vendors to identify software for MWW functional needs within budgetary parameters.
  • Install, configure, monitor, and maintain application software to support the MWW utility.
  • Analyze software requirements, implement design plans, and review and test the software to ensure effectiveness of updates.
  • Install, configure, monitor, and maintain server hardware, virtualization software (hypervisors), operating systems, and application software.
  • Install, manage, and maintain functional support areas, including the DNS (Domain Name System) and DFS (Distributed File System).
  • Assist in user creation, administration, and support.
  • Maintain storage applications and project future storage requirements on production and development databases.
  • Train and consult with MWW staff relative to system use; provide technical support to departmental management.
  • Support the Technical Service production areas of enQuesta, SCADA (Supervisory Control and Data Acquisition), maintenance management, Distribution, Water Engineering, Administration Personnel Management, and Accounting.
  • Maintain Cloud storage replication tools.
  • Provide support to MWW in coordination with the ITMD (Information Technology Management Division) in upgrading the system and resolving issues.

  • This position is subject to 24-hour emergency call-out response, extended hours, and weekend coverage to meet the operational and maintenance needs of MWW.
  • The Water Information Technology Supervisor must be able to perform light physical work, i.e., occasionally exert up to 10 pounds of force to lift and move objects.

Minimum Requirements

  1. Bachelor’s degree in management information systems, computer science, computer engineering, or a closely related field from an accredited college or university.
  2. Four years of experience in network administration including monitoring, patching, configuring, and troubleshooting Windows Server Operating Systems.
  3. Valid driver's license and availability of a properly insured vehicle at time of appointment and throughout employment. (Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code.)

Equivalent combinations of education and experience may be considered.

  • Ability to read and interpret complex documents such as policies, procedures, technical publications, scopes of work, and contracts.

  • Knowledge of leadership principles and best practices for selecting, supervising, and motivating employees.
  • Ability to effectively manage, coach, and train staff.
  • Ability to identify, implement, and evaluate policies and procedures in compliance with the strategic planning and technology needs of the utility.

Current Salary

The current salary range (Pay Range 1FX) is $64,857-$90,796 annually, and the resident incentive salary range for City of Milwaukee residents is $66,802-$93,520 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
