Purpose

As a member of the Port’s management leadership team, the Port Finance and Administration Officer provides a range of financial services for Port Milwaukee, including preparing capital and operating budgets, coordinating and administering grants, creating required reports, and coordinating personnel and procurement activities.

Essential Functions

Operational Management

  • Provide management and oversight of the Port’s financial operations, including operations and maintenance (O&M), capital, purchasing, accounts payable/receivable, invoices and inventory controls, various grants, and adherence to City and departmental policies.
  • Develop and implement departmental policies that guide collection activities and reporting.
  • Under the direction of the Port Director, coordinate annual budget development to plan for fiscal needs of all sections.
  • Monitor expenditures and revenue, requesting fund transfers and changes as needed.
  • Prepare budgetary reports, establish and implement fiscal policy, and communicate and transmit information to the Board of Harbor Commissioners, Port management team, and the Mayor’s Office via the MAPP process.
  • Develop revenue and capital budget forecasts; act as liaison on capital projects, including evaluating proposals, monitoring progress, and reporting expenditures to necessary entities.
  • Coordinate all Port funding sources (city, state, federal, and grant) and prepare and submit all necessary compliance requirements, ensuring proper allocation, payment, and reporting.
  • Assist in the development and preparation of grant applications and coordinate the implementation, administration. and compliance reporting requirements of the grants.
  • Work with the Office of the Comptroller and Department of Administration (DOA)-Budget and Management Division on year-end reporting activity.
  • Conduct and prepare financial analyses of existing and proposed Port projects and leases.
  • Represent the Port before various committees.
  • Perform analyses and strategic planning for future Port investments.

Personnel Management

  • Serve as the departmental personnel officer by evaluating and administering requests for leave and accommodations and investigating and resolving employee complaints and issues.
  • Facilitate filling of department vacancies by working with section managers, the Budget and Management Division, and the Department of Employee Relations (DER) to identify and interview qualified candidates; support all Port sections with the hiring process.
  • Facilitate department trainings: update and maintain Port work rules to reflect any changes to City policies and ordinances.
  • Ensure departmental compliance with FMLA, ADAAA, anti-harassment, and other Citywide policies.
  • Provide advice and counsel to supervisors regarding performance reviews, work rules, policies and procedures; evaluate and perform disciplinary actions and grievances; process transactions, such as separations, layoffs and retirements; oversee and review payroll and personnel requisitions and make hiring recommendations.
  • Process personnel transactions in accordance with state and federal laws, civil service rules, and Board policies.

Administration and Support

  • Serve as the purchasing agent for Port Milwaukee procurement activity.
  • Coordinate Request for Proposal (RFP) and Bid activity for Port projects and services.
  • Complete and submit quarterly reports to the DOA-Purchasing Division.

Minimum Requirements

  1. Bachelor’s degree in accounting, business administration, or a closely related field from an accredited college or university.
  2. Four years of progressively responsible, professional level experience in budgeting, financial management, and human resources management, performing duties related to this position.

Equivalent combinations of education and experience may be considered.

Technical

  • Knowledge of governmental accounting principles, budgeting, and financial management.
  • Knowledge of compliance requirements for funding sources.
  • Knowledge of financial analysis for future investment projects.

  • Knowledge of human resources principles and best practices.
  • Knowledge of the laws, rules, and regulations governing the practices and procedures of human resources.
  • Ability to administer work rules, policies, and procedures.
  • Ability to administer compensation, benefits, and performance management systems.
  • Ability to advise and counsel employees on human resources topics.
  • Ability to use standard computer programs such as word processing, spreadsheet, database, and the Internet; above average knowledge of Microsoft Excel functions.
  • Ability to use query data for analysis and reporting.
  • Ability to read and interpret reports.

Communication and Interpersonal

  • Ability to build and maintain good working relationships with staff, tenants, customers, partner agencies, City managers, and elected officials.
  • Written communication skills, including the ability to develop and prepare grant applications, correspondence, and budget reports.
  • Verbal communication skills to be able to present information to a variety of audiences, including training sessions for Port personnel, financial presentations for Port customers, and budgetary information before Common Council hearings.
  • Ability to work cooperatively and effectively with coworkers and residents whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 1IX) is $96,345-$109,938, and the resident incentive salary range for City of Milwaukee residents is $99,235-$113,236. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience, and/or responses to supplemental questions; a written or performance test; a structured interview; or other assessment methods.
