Purpose

Background:


The Fire and Police Commission (FPC) was established in 1885 by state law and is one of the oldest police oversight agencies in the nation. The Commission’s authority and responsibility are set forth in Wisconsin Statute Section 62.50, the Milwaukee City Charter Chapter 22.10, and the Milwaukee Code of Ordinances Chapter 314. The nine citizen board members are appointed by the Mayor of Milwaukee and approved by the Common Council. The mission of the FPC is to ensure that the Fire and Police Departments are prepared to protect the lives and property of the residents of the City of Milwaukee by monitoring the quality and effectiveness of Milwaukee Fire Department, Milwaukee Fire Department and Department of Emergency Communications policies, practices, and outcomes.

 

Under the direction of the FPC Executive Director, the FPC Investigator-Bilingual assesses, analyzes and investigates complaints filed against members of the Milwaukee Police Department (MPD), the Milwaukee Fire Department (MFD) and the Department of Emergency Communications (DEC) arising from alleged misconduct, including violations of departmental rules, policies, and procedures. The incumbent will provide translation and interpretation services in Spanish and in English.

Essential Functions

Investigate Complaints

  • Assist complainants in filing complaints, both in Spanish and in English.
  • Work in the field with complainants and witnesses; provide Spanish and English translation and interpretation. 
  • Obtain and review documents, interview witnesses, collect, evaluate and analyze information from various sources, prepare investigative reports; provide related Spanish and English translation and interpretation.
  • Make recommendations to the FPC Executive Director.
  • Maintain records and testify in FPC Proceedings.

Audit/Analyze Investigations

  • Track complaints against MPD Officers.
  • Audit investigations conducted by the Police, Fire and Emergency Communications Departments.
  • Recommend additional investigations to be conducted and related dispositions.
  • Analyze and review statistics relative to complaints, and identify trends and necessary policy considerations.
  • Support the Collins Settlement Agreement-related compliance efforts involving the investigation and complaint process.

Outreach and Engagement

  • Schedule and conduct community office hours; perform related Spanish and English translation and interpretation services.
  • Accept and forward staff commendations.

  • Ability to work in variable environmental conditions and locations.
  • Must be willing to work an extended schedule for successive days (i.e., 10-12-hour work days) on occasion as well as evenings and weekends to meet departmental needs.

Minimum Requirements

  1. Bachelor’s degree in criminal justice, police administration or a related field from an accredited college or university. 
  2. Three years of experience investigating local, state or federal criminal/military offenses, insurance claims, administrative rule violations, police misconduct, or related complex civil or criminal violations.
  3. Must be able to pass a criminal justice information service (FBI) background investigation and clearance check. 
  4. Must be able to speak, read, and write fluently in Spanish and in English.
  5. Candidates with previous experience as a local, state, or federal law enforcement officer must be separated from sworn service for at least three years.
  6. The ability to travel independently throughout the City of Milwaukee by public transportation, walking, bicycling, or driving

 

Equivalent combinations of education and professional experience will be considered.

Desirable Qualifications

  • Knowledge of police and/or fire department rules, regulations and policies.
  • Experience as a local, state, or federal law enforcement officer.

  • Knowledge of law enforcement methods, procedures, policies, and the laws governing and prescribing the powers and authorities of a law enforcement officer.

Current Salary

The current salary range (2KX) is $76,030-$96,768 annually, and the resident incentive salary range for City of Milwaukee residents is  $78,311-99,671. 

Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
