Purpose
The Real Estate Coordinator II is responsible for the
inventory and disposition of the City’s in rem tax foreclosed property and
provides general real estate duties such as inspecting, listing, and marketing
properties, maintaining property records, and providing customer service to
parties interested in City-owned properties.
Essential Functions
Administrative Duties
- Maintain records and prepare correspondence related to tax foreclosed properties.
- Provide administrative management of tax foreclosed property.
- Inspect and inventory property, including both vacant and occupied properties.
- Establish value of properties by analyzing market transactions for use in the review process.
- Promptly, accurately, and thoroughly enter data in the real estate database to track the progression of inspections, offers, and sales.
- Participate in the improvement of real estate processes and procedures.
- Assist brokers and agents in obtaining correct and sufficient and/ or correct information for offers.
- Maintain accurate records and files regarding inspections, accepted offers, rejected offers, and closed sales.
- Prepare correspondence and appropriate resolutions and sign written amendments and terminations for offers.
- Assist office staff with real estate agent issues and contracts.
- Prepare reports and general business correspondence.
- Monitor sale transactions to enforce code compliance requirements and special conditions.
- Establish and maintain relationships with staff from other City departments and neighborhood-based agencies to expedite property sales and marketability.
- Represent the Department of City Development (DCD) by attending homebuyer fairs and neighborhood walks and meetings and appearing before legislative committees and regulatory boards and commissions.
Listing and Selling Houses
- Complete all tasks related to the listing and sale of City-owned real estate.
- Process, respond to, and create amendments and real estate correspondence.
- Perform closing on all listings.
- Enter properties into the Multiple Listing Service (MLS) and other databases.
- Prepare marketing plans, advertisements, and listing sheets.
- Coordinate with real estate agents on listing City properties on the real estate market.
- Write offers to purchase for non-profit buyers and other entities under special programs.
- Present conclusions and recommendations for methods of disposition, including screening offers, working with brokers and agents to resolve issues, and rejecting offers that cannot be resolved.
- Manage the sale of vacant side lot parcels, including working with buyers to close sales, conducting closings, and documenting and recording sales.
- Provide customer service related to City-owned property.
- Schedule and conduct property showings.
- Provide information to assist interested parties with navigating the process of purchasing City property.
- Respond accurately to public and broker inquiries in writing and verbally, both in person and via phone.
- Communicate acceptance and rejections of offers to real estate agents.

The Real Estate Coordinator II must be willing and able to
do the following:
- Drive to and from City-owned properties throughout Milwaukee to perform field work.
- Perform interior and exterior inspections on City-owned properties.
- Perform physical activities in the work environment that require agility, including ascending or descending stairs or ramps; walking and standing; and crawling, crouching, stooping, kneeling, reaching, balancing, pushing, and pulling.
- Work outdoors in all weather conditions (e.g., extreme heat, cold, rain, wind, and snow).
- Move and lift up to 10 pounds on occasion.
Minimum Requirements
- Bachelor’s degree in marketing, real estate, business administration, or a closely related field.
- Two years of progressively responsible, professional work experience in acquiring and/or disposing of real property.
- Attainment of a State of Wisconsin Real Estate Salesperson license within six months of appointment.
- Valid driver’s license at time of appointment and throughout employment and the availability of a properly-insured personal vehicle for use on the job. Automobile allowance is provided.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications
- Wisconsin Real Estate Salesperson License.
- Experience performing residential real estate appraisals.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of real estate principles.
- Knowledge of local and national trends in the home buying process.
- Knowledge of federal, state, and City of Milwaukee real estate contracts, procedures, and forms.
- Knowledge of the Multiple Listing Service to evaluate and list properties.
- Knowledge of currently accepted valuation and assessment principles and practices.
- Ability to perform job responsibilities with accuracy and attention to detail.
- Ability to control large volumes of work to maintain efficiency in processing foreclosed properties.
- Ability to accurately prepare, organize, and maintain records and reports.
- Ability to learn proprietary software, and use databases and spreadsheets to produce reports and analysis.
- Knowledge of office systems and procedures and proficiency with the Microsoft Office suite, including Word, Excel, and Outlook.
- Ability to organize assignments and time management skills to manage multiple and competing priorities.

- Strong written communication skills, including the ability to create correspondence, reports, and other documents as well as respond to requests regarding offers.
- Verbal communication skills, including the ability to convey technical information in an understandable manner and communicate effectively with a wide variety of people.
- Interpersonal skills to establish and maintain good working relationships to assist customers in purchasing City-owned properties.
- Ability to work well both independently and in a team environment.
- Effective communication skills to convey information in all phases of the residential real estate process to stakeholders of various education and literacy levels.
- Ability to represent the City of Milwaukee at public events and speaking engagements of varying sizes.
- Ability to respond to inquiries with tact, diplomacy, and discretion.
- Ability to work cooperatively and effectively with coworkers and residents whose backgrounds may differ from one’s own.

Current Salary
The current starting salary range (Pay Range 2DN) is $48,220- $61,902 annually, and the resident incentive salary range for City of Milwaukee residents is $49,666 - $63,759. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist
of one or more of the following: education and experience evaluation; written,
oral, or performance tests, or other assessment methods. The Department of
Employee Relations reserves the right to call only the most qualified
candidates to oral and performance examinations. Oral examinations may include
written exercises. Selection process component weights will be determined by
further analysis of the job.
