Introduction
Purpose
Under the supervision of
the Library Services Manager and in consultation with the Library Circulation
Manager, the incumbent in this position is responsible for planning,
organizing, and overseeing the circulation activities of the Milwaukee Public
Library (MPL) and for training, scheduling, directing, supervising, evaluating,
and assisting the public service circulation staff in the performance of those
duties.
Essential Functions
Staff Supervision
- Serve as immediate supervisor of the circulation staff. Develop performance of circulation staff through training and supervision. Instruct entire staff on circulation procedural changes and additions, e-mail, and use of office equipment, i.e., fax, copier, printers, and telephones.
- Schedule staff, and as assigned, other agency staff, in hours of work, daily desk schedules, vacation allowances, schedule changes, and assignments of emergency help to other agencies. Verify agency time records for accuracy and maintain absence analysis records.
- Evaluate job performance and prepare and review probationary reports of new circulation staff. Observe and document, evaluate, and retrain circulation staff to ensure expected performance.
- Make recommendations in consultation with the Library Services Manager for continuation or termination of employment of circulation staff.
- Prepare and conduct annual conferences with circulation employees.
- Meet with circulation staff and assign work as requested by librarians to support library activities.
- Assist the Library Circulation Manager in developing training procedures and materials for circulation staff. Interpret the impact of system circulation and rules upon branch services, and make suggestions to the Library Services Manager and the Library Circulation Manager.
- Attend staff meetings of Library Services Coordinators and convey information to Library Services Manager and staff.
- Serve as contact person between own agency and other system agencies in matters relating to circulation activities and with Milwaukee County Federated Library System (MCFLS) Data Processing Client Services, reporting and clarifying computer problems and training staff in additional or refined computer use.
- Assist in maintaining and improving the physical layout and environment and in providing an adequate and orderly work area for staff.
Public Service Activities
- Assist staff with job responsibilities, including circulation duties and shelving.
- Utilize and support staff in using proactive customer service strategies.
- Handle patron problems relating to circulation or registration with the aim of resolving concerns and maintaining good public relations; refer unresolved problems to Library Services Manager or Librarian-in-Charge.
- Provide reference and reader’s advisory assistance to patrons as scheduled or needed. Assist the public in general computer use and with self-service resources.
- Share responsibility with entire staff for maintaining appropriate library behavior by the public.
- Assign or provide emergency help to fill in as requested at other libraries.
- Serve as needed as staff person in charge of opening and closing the library. May function on an intermittent fill-in basis as Librarian-in-Charge of the agency.
- Develop a thorough knowledge of all circulation functions and procedures, including automated applications. Use this knowledge to inform staff and patrons, enforce regulations, and grant exceptions when warranted.
Reporting and Records
Maintenance
- Determine discrepancies found in the holdings and refer to Technical Services for correction.
- As assigned, assume responsibility for outstanding orders of library materials, inventories, on-line catalog maintenance, financial reports, Milwaukee Code of Ordinance revisions, circulation statistics and other neighborhood library statistics, records, and circulation or agency reports as specified by the Library Services Manager.
- Monitor special collections such as 7-day and new non-fiction.
- Evaluate forms used in circulation procedures. Consult with Library Services Manager and informs him or her of suggestions for changes and improvements.
- Ensure accurate preparation of daily cash sheets and cash register currency.
- Run missing item lists, 5-year no-circulation lists, billed items lists, and the like.
- Handle damaged materials and bill patrons for damaged items.
- Assist in updating and entering bibliographic and item records. Translate circulation data from CountyCat.
- Enter and update security incident reports.
Administration
- Monitor cash and request change when needed.
- Serve on system-wide committees as assigned.
- Perform routine maintenance and troubleshooting for computers, printers, fax machines, and audiovisual equipment.
- Maintain tax forms as assigned.
- Oversee the agency’s supply budget, including ordering supplies.
- Register voters.

- Ability to work evenings and weekends.
- Ability to supply emergency help at other MPL libraries as requested.
- This position entails performing medium physical work, including standing, walking, reaching, and bending, as well as lifting and moving objects weighing up to 20 pounds, pushing and pulling loads up to 50 pounds (such as book tubs without wheels), and pushing and pulling loads of approximately 100 pounds (such as wheeled book trucks).
Minimum Requirements
1. Regular
status as City of Milwaukee employee, having successfully completed a
probationary period for a civil service position, or status as a City of
Milwaukee employee in a fixed term position.
2. Bachelor’s
degree in business administration, management, logistics, computer science,
human resources, public relations, or a related field.
3. Two
years of library circulation experience.
4. Continued
employment is contingent upon successful completion of a three-credit reference
course from an accredited school within one year from date of appointment.
Equivalent combinations of education and experience may be
considered.

- One-year experience as a lead worker, trainer, and/or project lead.

Technical
- Knowledge of and ability to read and interpret library circulation procedures, rules, and regulations.
- Knowledge of business best practices such as budget, inventory, and supply management; cash handling; meeting facilitation; forms development; and records management.
- Supervisory skills; ability to effectively coordinate, train, direct, coach, motivate, and evaluate circulation staff. Ability to perform basic reference and reader’s advisory work.
- Ability to perform detailed work of a technical nature accurately, quickly, and independently.
- Proficient in computer skills including the use of the integrated library system (ILS), internal electronic files and databases, reporting tools, and the Microsoft Office suite.

- Ability to work cooperatively, effectively, and fairly with supervisors, fellow staff, and the public in a large public library system, including people whose backgrounds may differ from one’s own.

Current Salary
The current salary range (Pay Range 2EN) is $52,765-$65,989 annually, and the current resident incentive salary range for City of Milwaukee
residents is $54,348-$67,969. Appointment will be made in accordance with the
provisions of the salary ordinance.
Selection Process
THE SELECTION PROCESS will
be job related and will consist of one or more of the following: an evaluation
of related education, experience and accomplishments, an evaluation of written
communication, interviews and/or other assessment methods. The Department of
Employee Relations and the Milwaukee Public Library reserve the right to call
only the most qualified candidates to proceed in the selection process.
Information from the selection process will be used to make a hiring decision.
Selected candidates will be transferred and/or promoted to the position.
