Introduction

Purpose

Under the direction of the Procurement and Compliance Manager, the Purchasing Agent‑Senior is responsible for the purchasing and contracting of materials, supplies, equipment, services, and construction related projects needed in the operation of the Redevelopment Authority (RACM) and the Department of City Development (DCD), in accordance with established purchasing policies and procedures.

Essential Functions

Purchasing and Procurement Administration

  • Develop, refine, and implement procurement procedures and policies.
  • Prepare requests for proposals (RFPs) and bid documents.
  • Arrange for formal advertising when required.
  • Analyze and recommend awards to the lowest responsible and responsive bidder complying with specifications.
  • Negotiate contracts, including cost estimates and specifications for maintenance services, skilled craftspersons, construction, and consulting.
  • Prepare forms, purchase orders, and contracts.
  • Process requisitions for Redevelopment Authority and all City Development items.
  • Work with accounts payable and accounting staff to determine contract status and expenditure data information.

Contractor Relations

  • Correspond with contractors regarding purchases and deliveries, and resolve any contract related disputes.
  • Review and track contractor's payroll records for completeness and follow up as needed.
  • Approve requests for payments to contractors relative to payroll submittals, compliance matters, and insurance updates.

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Bachelor’s degree in business administration, public administration, management, economics, marketing, or a related field from an accredited college or university.
  3. Two years of experience in purchasing or a closely related field.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Experience in purchasing in the public sector, including experience with the competitive bidding process.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Knowledge of the methods and procedures for public sector procurement cycles.
  • Ability to read and interpret complex technical documents.
  • Knowledge of mathematics and the ability to make correct calculations to ensure accuracy.
  • Ability to become skilled using automated purchasing systems.
  • Proficiency using computer applications such as Microsoft Word, Microsoft Excel, and Oracle’s PeopleSoft Financial Management Information System (FMIS).

COMMUNICATION AND INTERPERSONAL SKILLS

  • Written communication skills to professionally and effectively interact with a diverse group of internal and external customers.
  • Ability to prepare clear and concise correspondence, specifications, procedures, and reports.
  • Verbal communication skills to be able to clearly share information with internal and external customers.
  • Interpersonal and teamwork skills to be able to build effective working relationships with employees, contractors, and other contacts.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 2JX) is $69,943-$89,016 annually, and the resident incentive salary for City of Milwaukee residents is $72,041-$91,686. Appointment will be made in accordance with the City of Milwaukee salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Department of City Development reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

INITIAL FILING DATE – The selection process will be held as soon as practical after the deadline listed above. Note: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
