Purpose

Under the direction of the Revenue and Financial Services Manager, the Accounting Specialist develops and implements overhead and user cost rates for the allocation of overhead costs related to City services. The Accounting Specialist also administers the Sewer User Administration Fund 46, prepares financial reports, and provides revenue forecasting.

Essential Functions

Cost Accounting

  • With the approval from Housing and Urban Development (HUD), develop and implement the City’s Central Service Cost Allocation Plan and Indirect Cost Proposal for the allocation of City overhead costs.
  • Assist with the development and implementation of the City’s annual fringe benefit and indirect salary cost rates for the allocation of fringe benefit costs.
  • Develop space usage rates for allocation, budget, and recovery of costs for the use of City Hall Complex building space.
  • Respond to inquiries from external auditors, staff from funding sources, and internal staff of various departments regarding rates.

 Sewer User Administration

  • Perform weekly accounting and payment processing of wholesale user charge invoices.
  • Perform the accounting for sewer user revenues.
  • Prepare sewer user rates for recovery of annual sewer service charges.

 Financial Services

  • Account for Police Trust transactions and monthly reconciliation.
  • Prepare Payment in Lieu of Taxes (PILOT) billings.
  • Prepare cash deposits.
  • Assist with the preparation of reports relating to receivables, revenue, and financial services.

Minimum Requirements

  1. Bachelor’s degree in accounting from an accredited college or university.
  2. Two years of professional accounting experience and/or experience performing professional financial analysis. 

Equivalent combination of education and experience may be considered.

Desirable Qualifications

  • Experience working with Oracle’s Peoplesoft Financial Management Information System (FMIS).

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of governmental accounting principles and processes.
  • Knowledge of financial reporting and budgeting.
  • Ability to read and interpret complex documents.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • Skill in proficiently using spreadsheet, database, and word processing software.
  • Familiarity with enterprise accounting systems such as Oracle’s Peoplesoft Financial Management Information System (FMIS).
  • Skill in conducting research, analyzing complex issues, and formulating recommendations.
  • Attention to detail in order to reconcile accounts and to ensure accuracy for accounting transactions and activities.

Communication and Interpersonal

  • Effective verbal communications skills, including the ability to present data and findings in a concise and clear manner before various audiences.
  • Effective written communication skills, including the ability to credibly write reports, business correspondence, emails, and procedures manuals so they can be understood by individuals at all levels of the organization.
  • Ability to work well independently and function as part of a team.
  • Ability to work cooperatively and fairly with diverse groups of coworkers, supervisors, departmental representatives, and City officials, including people whose backgrounds may differ from one's own.

Critical Thinking and Responsibility

  • Ability to organize work to effectively and efficiently utilize resources to accomplish multiple tasks according to deadlines.
  • Ability to initiate and complete projects in a timely manner with limited supervision.

Current Salary

The current salary range (Pay Range 2JX) $69,943-$89,016 annually, and the resident incentive salary range for City of Milwaukee residents is $72,041-$91,686 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Comptroller's Office reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
