Introduction

Purpose

The License Division Assistant Manager oversees daily office functions and system operations, including complex license issues, personnel issues, escalated customer complaints and issues involving the license computer system

Essential Functions

License Division Operations

  • Assist in the management of the operations and activities of the License Division.
  • Manage the current license computer system (the Land Management System (LMS): facilitate maintenance, perform troubleshooting, document software bugs, add new users, audit user roles and security, and provide end user training and support.
  • Assist with oversight of the legacy system – the License Information Reporting and Administration System (LIRA).
  • Plan and maintain divisional webpages and social media.
  • Recognize and deal professionally with ethical and legal issues.
  • Act on behalf of the License Division Manager in his or her absence.
  • Staff standing committees of the Common Council.

 

Business Process Improvement

  • Conduct internal process improvements and engage other city departments and community stakeholders to identify best practices to support remote licensing operations; document for implementation.
  • Find areas of risk and propose responses and controls to minimize exposure to legal challenges.
  • Identify and analyze areas of waste and barriers to accomplishing duties and responsibilities; research and implement solutions to complex problems.

Minimum Requirements

1.    Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.

2.    Bachelor's degree in public administration, management, business, computer science, or a related field from an accredited college or university.

3.    Three years of experience in licensing, permitting, records management, or a related field performing duties related to this position.

Desirable Qualifications

  • Master’s degree in public administration, management, business, computer science, or related field from an accredited college or university.
  • Supervisory experience.
  • Bilingual in Spanish, Hmong, or Arabic.

Technical

  • Knowledge of and ability to employ business process improvement methods.
  • Knowledge of the principles and practices of public administration and management.
  • Knowledge of and ability to read and interpret local, state, and federal laws, ordinances, statutes, and regulations related to licensing matters and other divisional responsibilities.
  • Ability to review and evaluate the impact of recommendations and decisions that impact the Licensing Division.
  • Knowledge of mathematics and the ability to make accurate calculations.
  • An understanding of the capabilities of information technology to improve organizational effectiveness and enhance the experience of customers.
  • Ability to learn and manage licensing database, enterprise, email, Internet, and other computer-related functions.
  • Advanced-level proficiency with Microsoft Windows and Microsoft Office applications.
  • Knowledge of website and social media maintenance.

  • Ability to interact diplomatically with the public and tactfully handle complex licensing matters.
  • Verbal communication skills, including the ability to clearly and concisely communicate with various audiences.
  • Written communications to produce publication-ready documents, memo and correspondence.
  • Ability to build and maintain effective working relationships with multilevel, multicultural staff, elected officials, representatives of other agencies, and the public.
  • Ability to work cooperatively and effectively with people whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 1FX) is $63,585-$89,016 annually, and the current resident incentive salary range for City of Milwaukee residents is $65,493-$91,686 annually. 

Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations reserves the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
