Purpose
The Plan Examiner II examines plans, specifications, and
other data pursuant to all the regulations of the State of Wisconsin building,
heating ventilating and air conditioning code, City of Milwaukee building and
zoning codes, and those of other regulatory agencies, for the construction of
new structures and buildings and proposed alterations, additions, and repairs
to existing structures and buildings and related mechanical systems.
Essential Functions
PLAN EXAMINATION
- Examine and approve plans for the installation of architectural, mechanical, and life safety systems, pursuant to state and city codes and other regulatory agency requirements.
- Determine plan compliance relative to the Milwaukee Zoning Ordinance. Prepare plan review letters and permits reflecting approval conditions.
- Review development proposals and coordinate all phases of review, including pre‑submittal meetings, preliminary review services, coordination with other regulatory governmental agencies, and issuance of final approvals and permits.
- Provide code interpretation for internal and external customers and evaluate applications for variances to City codes.
- Serve walk-in and phone customers seeking information and assistance.
- Assist other Plan Examiners, other Development Center staff, and construction inspectors.
PROJECT MANAGEMENT
- Coordinate plan review assignments and respond to inquiries regarding assignments; verify that established benchmarks are met.

- Must be able to perform light physical work, including lifting and moving objects weighing up to 10 lbs.
- Must comply with the departmental dress code.
- Must be able to work in an office environment daily.
Minimum Requirements
1. An associate degree in building construction technology, architectural technology, or a related field from an accredited college or university AND four years of experience as a construction superintendent or contractor involving large scale construction on public or commercial buildings with responsibilities for design, construction, or inspection.
OR A bachelor’s degree in architecture, engineering, urban planning, or a related field from an accredited college or university AND two years of experience in architecture, engineering, urban planning, or related field.
OR One year of experience as a Plan Examiner Specialist or Building Construction Inspector with the City of Milwaukee.
2. Certification with the State of Wisconsin Department of
Safety and Professional Services (DSPS) as a Commercial Building Inspector, UDC
Construction Inspector, and UDC HVAC Inspector within one year of employment
and throughout employment.
Equivalent combinations of education and experience may also be considered, for example, a related associate degree plus five years of experience as described above is considered equivalent.

Desirable Qualifications
- Registration with the State of Wisconsin as an architect or engineer.
- Certification as a commercial building code inspector, a building construction inspector, and HVAC inspector of 1- and 2-family dwellings.
- Familiarity with the City of Milwaukee zoning ordinance (MCO Ch. 295).
Knowledge, Skills, Abilities & Other Characteristics
TECHNICAL
- Knowledge of architecture and building construction principles, methodology, and materials.
- Knowledge of zoning administration and code enforcement.
- Ability to read and interpret work-related documents such as laws, regulations, and building and zoning codes.
- Ability to interpret technical plans, blueprints, drawings, models, and maps.
- Knowledge of the mathematics involved in building design and construction, including measurement, geometry, algebra, and trigonometry.
- Ability to use job-specific computer applications such as the Land Management System (LMS) and standard programs such as spreadsheet, database, and word processing.
COMMUNICATION AND INTERPERSONAL
- Written communication skills to be able to write clear correspondence and reports.
- Verbal communication and training skills to clearly convey information to staff and others.
- Customer service knowledge and skills; ability to serve customers in a patient and friendly manner.
- Interpersonal skills to be able to build effective relationships with staff and elected officials, contractors, representatives of various governmental agencies, and the public.
- Ability to work cooperatively and effectively with people whose backgrounds may differ from one’s own.

Current Salary
The current salary range (2FN) is $67,751-$73,139 annually, and the resident incentive salary range for City of Milwaukee residents is $69,784-$75,333. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: education and experience evaluation;
written, oral, or performance tests, or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to oral and performance examinations. Oral examinations
may include written exercises. Selection process component weights will be
determined by further analysis of the job.
INITIAL FILING DATE - The examination will be held as
soon as practical after the deadline listed above. Receipt of applications
may be discontinued at any time after this date without prior notice. However,
recruitment may continue until the needs of the City have been met. Qualified
applicants will be notified of the date, time, and place of the examination.
