Introduction

The City of Milwaukee currently has two unique and impactful opportunities for recruiters!

Two separate eligible lists will be produced; applicants may apply for either one or both vacancies.

Purpose

DIVERSITY RECRUITER (DER): The Diversity Recruiter for the Department of Employee Relations (DER) facilitates and implements recruitment and retention initiatives that support diversity within the general City Service; these initiatives include internship and apprenticeship program creation, community outreach, and networking.

 

RECRUITER (FPC): The Recruiter for the Fire and Police Commission (FPC) develops, coordinates, and implements a comprehensive and effective recruitment effort for entry-level positions in the Police, Fire, and Emergency Communications Departments.

Essential Functions

BOTH DIVERSITY RECRUITER (DER) AND RECRUITER (FPC)

 

Strategic Recruitment Planning

  • Develop strategies to ensure representation of communities of color, LGBTQ+ individuals, and women within recruitment efforts for all ranks of the Fire, Police, and Emergency Communications Departments or general City service; build talent pools for future promotional opportunities.
  • Identify other venues and strategies to enhance recruitment efforts.

Social Media Marketing

  • Work closely with the DER Marketing and Communications Officer to employ digital marketing techniques to implement recruitment initiatives, including planning campaigns, providing content, and monitoring the platforms.
  • Assess and implement best practices relative to the use of digital marketing in recruitment, including analyzing available platforms and data; create linkages across departments relative to the City’s social media platforms.
  • Maintain a highly visible, responsive, and effective social media recruiting identity that provides accurate, updated information regarding jobs within the Fire, Police, and Emergency Communications Departments or within general City service.
  • Collaborate with other City departments and elected officials to create and share content.
  • Work closely with the Common Council-City Clerk’s Workforce Development staff to market positions and to ensure a consistent, high-profile presence on Direct Connect MKE.

Community Outreach

  • Create, enhance, sustain, and evaluate relationships with key community groups, high schools, colleges, and universities to improve the City’s ability to identify, attract, and hire high-quality candidates.
  • Represent the City at recruitment events such as career fairs, job assistance programs, health fairs, festivals, block parties, summer safety cookouts, church functions, open houses, and sporting events.
  • Develop community outreach programs.
  • Appear on television and radio programs; participate in speaking engagements to promote job opportunities within the MFD, MPD, and DEC or with the general City service.
  • Explain the application, selection, and training process to potential applicants in person and via phone.
  • Organize job fairs, develop presentations, and speak to potential applicants relative to job openings, career opportunities, and the City’s selection process.
  • Work with Milwaukee-based community partners, outreach programs, high schools, colleges, and universities to develop candidate sources.
  • Identify and work to remove barriers in the application and selection processes.

Direct Marketing and Networking

  • Identify potential candidates through job boards and other search engines; directly contact potential candidates.
  • Create job advertisements to post on Internet websites and in various media publications.
  • Develop informational presentations about career opportunities and selection processes, using PowerPoint.

DIVERSITY RECRUITER (DER)

Internships/Apprenticeships

  • Work closely with departmental representatives and assigned Human Resources Representatives to identify, create, and market internship and apprenticeship opportunities; mentor interns and apprentices by identifying promotional opportunities, providing coaching, and tracking their progress.

RECRUITER (FPC)

Staff Coordination

  • Identify, arrange, and coordinate participation at recruiting events for FPC, MPD, MFD, and DOC recruiting personnel.

The Diversity Recruiter (DER) and Recruiter (FPC) must be willing and able to do the following:

  • Work beyond regular business hours in order to meet departmental needs including evenings and weekends to participate in activities such as college and career fairs and community events.
  • Perform work in all Milwaukee neighborhoods and travel regionally.
  • Stand for long periods of time, walk to and from venues, bend to lift and move materials weighing 20-30 pounds on a regular basis, including boxes of paper materials, tablets, laptops, marketing screens, and tables/tablecloths for recruitment fairs and events.

Minimum Requirements

  1. Bachelor’s degree in human resources management, marketing, psychology, communication arts, public relations, public administration, or a related field from an accredited college or university.
  2. Two years of professional-level experience identifying, evaluating, and implementing high-impact recruitment strategies, including leveraging social media for recruitment.
  3. Valid Wisconsin driver’s license at the time of appointment and throughout employment.

 

Equivalent combinations of education and experience may be considered.

  • Diversity Recruiter (DER): Ability to learn and understand the application of City Service Commission Rules as they apply to all aspects of recruitment, selection, and employment for general service City of Milwaukee positions.
  • Recruiter (FPC): Ability to learn and understand the application of FPC Commission Rules as they apply to all aspects of recruitment, selection, and employment for positions in the Fire, Police, and Emergency Communications Departments.

  • Written and visual communication skills to be able to prepare engaging and error-free marketing materials, digital content, reports, and correspondence.
  • Verbal communication skills to communicate clearly and effectively with potential applicants, high school and college representatives, community groups, other governmental agencies, and the media.
  • Presentation and public relations skills to confidently represent the City of Milwaukee relative to recruitment before various audiences, large and small.

Current Salary

The current salary range (Pay Range 2FX) is $49,643-$68,968 annually, and the resident incentive salary range for City of Milwaukee residents is $51,133-$71,037. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Fire and Police Commission reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.

 

INITIAL FILING DATEThe examination will be held as soon as practical after Friday, April 22, 2022. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the needs of the City have been met. Qualified applicants will be notified of the date, time, and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration.
