Purpose
The Commercial Corridor Manager oversees a variety of
revitalization financing programs and supervises staff that implements these
programs.
Essential Functions
- Manage the City's commercial revitalization grant programs, including façade grants, signage grants, the retail investment fund, white box grants, and the streetscaping program.
- Establish annual performance goals for these programs, ensuring high-quality customer service for programs.
- Research and establish new programmatic approaches that support Milwaukee's commercial businesses; respond to local conditions.
- Represent the City's commercial revitalization programs to policymakers, funders and stakeholders.
- Supervise commercial revitalization staff by delegating and assigning work, evaluating performance, conducting annual performance reviews and holding regular staff meetings.
- Manage the City's relationship with Business Improvement Districts (BIDs) and Neighborhood Improvement Districts (NIDs) and develop and implement a program of ongoing contact. Ensure implementation of training activities for BID and NID staff to assist them with accessing City services and programs.
- Ensure timely and accurate delivery of property valuation information to BIDs and NIDs; ensure compliance with the City’s requirements with respect to board membership, meetings, completion of annual audits, submittal of annual operating plans, and other standards.
- Assist in developing new BIDs and NIDs, including boundary identification, public information meetings and all Common Council processes.
- Identify strategic development and infrastructure improvement opportunities within selected commercial districts. Develop and implement work plans to pursue such opportunities.

Minimum Requirements
- Bachelor’s degree in Urban Planning, Business Administration, Public Administration or a related field from an accredited college or university.
- Four years of commercial development experience in program development, administration and evaluation, including at least one year of supervisory experience.
- Valid driver’s license and properly insured vehicle at time of appointment and throughout employment. Mileage reimbursement is provided.
Equivalent combinations of education and professional
experience will be considered.

Desirable Qualifications
- Master’s Degree in Urban Planning, Business Administration, Public Administration or a related field from an accredited college or university.
- Experience with commercial real estate transactions.
- Experience managing a Main Street or Business Improvement District.
- Bilingual in Spanish or Hmong.

Technical
- Ability to learn and apply Milwaukee’s Business Improvement Districts and Wisconsin BID law.
- Knowledge of commercial revitalization strategies that succeed in urban neighborhoods.
- Ability to read and interpret complex work-related documents such as laws and regulations.
- Knowledge of program management and development, and public administration.
- Computer skills, including word processing, presentation, and spreadsheet.
Communication and Interpersonal
- Strong negotiation skills.
- Strong verbal communication skills to make presentations at public meetings.
- Strong written communication skills to write clear and concise business communications, such as memos, technical reports, budget summaries, policies, procedures, and performance reviews
- Ability to provide excellent customer service and resolve escalated complaints.
- Ability to establish and maintain effective working relationships with people from all cultural, educational and socioeconomic backgrounds to accomplish departmental goals.
- Ability to work well independently and function as part of a team.

Current Salary
The current salary range (Pay Range 1EX) is $59,632 - $83,481 annually, and resident incentive salary range for City of Milwaukee residents is $61,421 - $85,986. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
