Purpose

The Business Finance Officer assists in overseeing the division’s budget and fiscal operations, monitoring grants, and managing requisitions and contracts. 

Essential Functions

Budget and Financial Oversight

  • Assist the ECO director in managing and overseeing all aspects of the ECO’s financial operations, including operations and maintenance (O&M), capital, and various grant budgets.
  • Input ECO requisitions and pay vouchers in the City’s Financial Management System (FMIS).
  • Develop and prepare grant applications, coordinate the implementation and administration of grants, and handle grant-related budgeting and financial requirements.
  • Develop and administer budgetary policies and procedures through budget research, auditing, analyzing historical performance, and evaluating future opportunities. Work in concert with management to plan and develop the annual budget request. Develop revenue and capital budget forecasts.
  • Serve as a liaison with the Budget Division in the Department of Administration.
  • Oversee small dollar contracts.
  • Communicate budget performance and fiscal policy to the Director.
  • Represent the department on fiscal issues before various committees and develop departmental budget and fiscal presentations.

Strategic Planning

  • Manage audits, productivity, and other studies to identify efficiencies through innovative management concepts and best practices.

Minimum Requirements

  1. Bachelor’s degree in public administration, public affairs, business administration, accounting, finance, or a closely related field from an accredited college or university.
  2. One year of fiscal analysis, budgeting and/or related experience.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • A Master’s degree in public administration, public affairs, business administration, accounting, finance, or a closely- related field from an accredited college or university.
  • Governmental budgeting or purchasing experience.
  • Experience with the Oracle PeopleSoft Financial Management and Information System (FMIS)

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of business administration, accounting, budgeting, and fiscal policy.
  • Skill in managing financial operations, including operations and maintenance (O&M) and capital budgets.
  • Knowledge of purchasing, accounts payable and receivables, and inventory management.
  • Knowledge of grants administration.
  • Proficiency using standard computer software, such as Microsoft Excel 
  • Ability to learn enterprise financial and payroll software systems such as Oracle's PeopleSoft FMIS and CityTime.
  • Ability to perform financial analysis, conduct research, and develop reports.
  • Knowledge of mathematics and statistics; ability to make accurate calculations to execute various functions such as budgeting and accounting.
  • Ability to read and interpret job-related documents.

Communication and Interpersonal

  • Written communication skills to be able to produce clear and concise correspondence and reports.
  • Verbal communication skills to be able to effectively share information with colleagues, customers, and officials.
  • Presentation skills to confidently appear before various audiences regarding the department’s budget and financial activities.
  • Ability to build and maintain harmonious working relationships with all levels of departmental staff, senior management, and policymakers.
  • Ability to work cooperatively in a team-oriented, collaborative environment with people whose backgrounds may differ from one’s own.

Current Salary

The current salary range (Pay Range 2HX) is $65,594-$78,342 annually, and the resident incentive salary for City of Milwaukee residents is $67,562-$80,692Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
