Purpose

Under the direction of the Health Budget and Administration Manager, the Health Accounting Assistant performs general accounting, financial records maintenance and accounts receivable processing in accordance with procedures established by the City Comptroller and the Milwaukee Health Department (MHD).

Essential Functions

Billing Processing
  • Use Electronic Health Record (EHR) software and City systems to process Milwaukee Health Department (MHD) billing.
  • Work as part of a team to implement updates to State and Federal health billing regulations.
  • Resolve reimbursement, billing, claims processing and reporting issues.
  • Generate reports, reconciliations, and and other data on the status and volume of MHD’s billing.
  • Manage Protected Health Information in accordance with Health Insurance Portability & Accountability Act (HIPAA) standards.
 Accounts Receivable and Collections
  • Review medical files, complete insurance claims and other forms for medical claims.
  • Prepare and process claims to insurers, including Medicaid, for services provided by the MHD.
  • Prepare reports, including quarterly and year-end revenue reports for MHD billing.
  • Use EHR, Excel, and other software to generate reports and summaries of billing and receivable activities.
  • Prepare reports and other records pertaining to billing timelines and statistics.
  • Handle daily cash and check deposits of MHD revenue.
 Departmental/Divisional Accounting and Administrative Assistance
  • Review documents for approval status; reconcile expenditures and follow and process reports.
  • Administer commodity and equipment purchases and contracts in the City’s financial system.
  • Monitor inventory control system and central supply activities for the Health Department.
  • Generate reports on MHD purchasing activities, including orders, requisitions, and bids.
  • Assist with record keeping and preparation of expenditure reports for all department activities.
  • Ensure timely and proper documentation of MHD financial activities for audit and reporting purposes.

Minimum Requirements

  1. Three years of progressively responsible accounting or financial processing experience performing duties that are closely related to the essential functions of this position.  Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • College-level coursework in accounting or a related field.

Technical

· Knowledge of accounting concepts, including accounts receivable and payable processes.

· Knowledge of math and ability to perform accurate calculations.

· Ability to learn and to effectively utilize the City’s financial management information system (Oracle/PeopleSoft).

· Ability to perform system testing and research.

· Ability to use standard office software, including Excel and Word, in order to maintain complex spreadsheets, word processing documents, and reports.

· Ability to understand and apply accounting concepts to relevant City business processes and guidelines.

· Ability to understand and apply grant guidelines and policies.

· Ability to read and interpret work-related documents.

Current Salary

THE CURRENT STARTING SALARY (PAY RANGE 5GN) is $42,442 annually and the current resident incentive starting salary for City of Milwaukee residents is $43,716 annually.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
