Purpose

The Senior IT Auditor conducts audits of City departments, boards, commissions, and programs, including those related to IT systems and related security and controls. The information systems auditing functions performed by the Senior IT Auditor is critical to ensure the City’s internal financial and management control.  

The City's Computing Environment:  

The City uses Oracle's PeopleSoft in an offsite hosted environment. The City owns and maintains its own WAN. This WAN connects 5000+ City workstations with several City data centers. The primary data centers are: Information and Technology Management Division (ITMD), Police, Fire, Public Works, Health, Municipal Court, and Water departments. These data centers deploy servers ranging from a Z-series mainframe to Intel 32- and 64-bit servers. The servers are deployed on Windows Server, Linux-, and Unix-based operating systems. The servers run applications such as email, geographic information systems, water billing, legislative tracking, municipal court violations, police/fire dispatching, and records management.

Essential Functions

  • Evaluate computer centers, computer operating systems, local and wide area networks, mainframe and microcomputer applications and system development projects.
  • Assess system security, controls and performance. 
  • Plan and administer audits, including conducting preliminary research, coordinating with audit contractors, and preparing audit scopes, work plans, progress reports and related correspondence.
  • Lead, supervise and mentor work allocated to audit teams and audit contractors including review and approval of audit work products.  
  • Track and monitor staff auditor and audit/project schedules, milestones and time budgets to ensure timely completion of annual work plan, audits and work products.
  • Perform audit procedures, including walkthroughs, interviews, test procedures, control and risk assessments, document and transaction examinations, and information analysis.
  • Prepare orderly, logical work papers that document and support the audit work, findings, and recommendations.
  • Participate in and lead audit team and auditee meetings.  
  • Prepare clear, detailed reports for presentation to senior management and Common Council committees.
  • Participate in audit process improvement.

Conditions of Employment

  • Meet continuing professional education (CPE) requirements of auditing standards and certifications.
  • Required to travel within the City of Milwaukee as needed.
  • Based upon each department's responses to the COVID-19 pandemic and the needs of each department, employees may be expected to work from home intermittently or continuously.

Minimum Requirements

  1. Bachelor’s degree from an accredited college or university in accounting, computer science, finance, or a closely related field.
  2. Four years of recent and progressively responsible, professional information systems auditing experience related to the essential functions as listed above.

  4. Valid driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Supervisory experience, including responsibility for information systems auditing.
  • Certification as  a Certified Internal Auditor (CIA) , Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), Certified Fraud Examiner (CFE), or related.
  • Government, performance/operations auditing experience utilizing “Yellow Book” standards.
  • Demonstrated experience with project management.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of generally accepted accounting principles, generally accepted auditing standards, and generally accepted government auditing standards.
  • Knowledge of information systems technology, including design characteristics, control features, programming, and auditing procedures to test system controls, integrity, and reliability.
  • Knowledge of current professional standards in Information Systems (IS) and auditing.
  • Ability to use standard computer software/programs, including word processing, spreadsheet and database.
  • Ability to work effectively in a diverse, collaborative, team-oriented environment. 
  • Ability to work independently, with minimal supervision.
  • Ability to work effectively with all levels of employees, management, contractors, consultants, and elected officials.
  • Strong analytical, research, and audit/project participation skills.
  • Proficient verbal and written communication skills.
  • Ability to effectively lead, develop and provide guidance to staff members engaged in auditing activities.
  • Ability to plan, organize, prioritize, and accomplish multiple projects and assignments in a timely manner.
  • Ability to develop audit findings and make recommendations for corrective action, and produce reports.
  • Ability to interpret complex job-related documentation, perform calculations and effectively interpret data.
  • Ability to perform work with a high degree of accuracy, detail and quality.

  • Ability to maintain confidentiality; and demonstrate honest, ethical behavior; and use sound judgement.

Current Salary

The current salary range (PG 2KX) is $66,435-$93,010 annually, and the resident incentive salary range for City of Milwaukee residents is $68,428-$95,800Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Comptroller’s Office reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
