Purpose
The Sexual and Reproductive Health Program Manager provides leadership and supervisory oversight of the Milwaukee Health Department’s (MHD’s) comprehensive Sexually Transmitted Infection (STI) clinic, Human Immunodeficiency Virus (HIV) program, STI/HIV field operations and, Tuberculosis (TB) Control Clinic, as well as associated epidemiology and surveillance activities. The incumbent in this position promotes prevention programs and participates in strategic planning with other governmental and/or community organizations to achieve the goals and outcomes of the MHD.
Essential Functions
Program Management and Development
- Establish and monitor programmatic goals, direction and outcomes.
- Analyze local and national data to determine disease trends and design appropriate prevention and intervention services.
- Develop, implement and evaluate STI/HIV/TB strategic plans and outcomes for the MHD and the community.
- Provide direction, set priorities and ensure adequate resource allocation that allows the MHD’s program to move forward in concert with national objectives; keep abreast of STI/HIV/TB initiatives.
- Serve as the primary spokesperson for the STI/HIV/TB programs for the MHD.
- Collaborate with a variety of MHD programs to integrate STD/HIV/TB services in the community.
- Collaborate and direct multiple grants in the STD/HIV/TB areas to ensure that goals, objectives and outcomes are met.
- Work closely with the MHD Medical Director, Clinic Operations Director, STI Public Health Nurse Coordinator, Communicable Disease Control (CDC) Field Operations Manager, TB Medical Consultant, TB Public Health Nurse Coordinator and Clinic Coordinators to ensure that the clinic, field and surveillance protocols are current and enforced.
Management and Administration
- Assist in preparation and monitoring of grant applications and budgets.
- Assist with contract negotiations.
- Develop and monitor contracts with professionals and community-based organizations.
- Prepare reports, briefings and updates.
- Facilitate clinical learning experiences and site visits for program partners and grantors.
- Interact with City governmental units, non-City agencies and community-based organizations.
- Provide professional expertise to research projects and proposals.
- Manage the equipment and supply needs of the clinics.
- Develop, implement and maintain all STI/HIV/TB policies, protocols and procedures consistent with state and federal guidelines.
- Coordinate appropriate enforcement of local and state public health regulations associated with TB control.
- Coordinate appropriate medical oversight, prevention and intervention activities within the Tuberculosis Prevention and Care (TBPC) program.
- Oversee refugee screening and related medical access and care referrals through the TBPC program.
Supervision
- Direct and supervise program staff in the STI/HIV/TB areas.
- Oversee all daily clinical and administrative duties associated with the STI and TB clinics.
- Oversee activities of Communicable Disease Control supervisory staff assigned to the STI/HIV/TB Program including the Field Operations Manager, First Line Supervisor and Special Projects Coordinator.
- Ensure appropriate staffing and scheduling to meet programmatic needs.
- Conduct hiring, evaluation and performance reviews of program staff; provide staff mentoring, development and training.
- Promote professional development and accountability in a supportive environment; work with the MHD Human Resources regarding personnel issues.
Community Leadership
- Collaborate with the MHD STI/HIV/TB management team, local health departments, the State of WI Division of Health, the Medical College of WI, Children’s Hospital of WI, the AIDS Resource Center of WI, and other community health centers, managed care organizations, physician networks and private physicians to assure programmatic goals are met.
- Provide leadership to the MHD regarding preventive STI/HIV/TB public health initiatives.
- Identify, recruit, develop, support and maintain primary partners around STI/HIV/TB awareness and service delivery.
- Coordinate efforts with other coalitions and initiatives and draw on available sources for technical assistance.
- Advocate for community empowerment and ownership of STI/HIV/TB issues and long term infrastructure improvement efforts.

Minimum Requirements
1. Bachelor’s degree in community health, health education, human services, nursing, public health, social work or related field from an accredited college or university.
2. Four years of progressively responsible experience in community health, health education, human services, nursing, public health, social work or related field.
Equivalent combination of education and experience may be considered however, a Master’s degree in a related field may be substitute for one year of experience only.
3. Valid driver's license at time of appointment and throughout employment.
4, Possession of a properly insured vehicle at time of appointment and throughout employment. An automobile allowance is provided.

Desirable Qualifications
- Supervisory experience in community health, health education, human services, nursing, public health, social work or related field work.
- Master’s degree from an accredited college or university in community health, health education, human services, nursing, public health, social work or a related field.
- Bilingual skills (e.g. Spanish or Hmong).

Current Salary
The current salary range (1GX) is $74,823-$93,010 annually, and the resident incentive salary range for City of Milwaukee residents is $77,068-$95,800 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
