Employee and Leadership Development: Assess skill and performance gaps across the MHD. Design and/or facilitate training programs that enhance the skills and knowledge of employees and leaders. Develop and implement standard training plans for each position in the MHD. Seek out external training opportunities for targeted development. Facilitate employee workgroups and focus groups. Coordinate with the Department of Employee Relations – Staffing Division relative to Workforce Planning and Positions Management.
Performance Management: Provide guidance and coaching to leaders regarding employee performance and conduct issues, including pre-disciplinary meetings and assisting with determination of disciplinary action, performance improvement plans, or other activities that serve to improve overall employee and leader performance.
Employee Relations: Provide guidance and coaching to employees who need assistance in resolving issues. Conduct and resolve investigations based upon manager or employee complaints or reports; this may include coordinating responses for Equal Employment Opportunity Commission/Equal Rights Division complaints and representing the MHD at unemployment hearings.
Team Support: Assist and advise the Senior HR Analyst with respect to talent acquisition/staffing and FMLA Administration. Participate in onboarding new employees. Provide coaching and guidance to the HR Program Assistant. Serve as a back-up to the HR Officer.

Conditions of Employment
Ability to work weekends and/or evenings as the position requires.
Bachelor’s degree from an accredited college or university, with a major in human resources management, industrial relations, public administration, psychology, business administration, or a closely related field.
Three years of successful professional-level experience in training and development, performance management and employee relations.
Valid driver’s license at the time of appointment and throughout employment.
Equivalent combinations of education and experience may be considered

Master’s degree from an accredited college or university in human resources management, industrial relations, public administration, psychology, business administration, or a closely related field.
Public sector professional-level human resources experience.

• Knowledge of workforce planning principles and practices.
• Strong analytical and quantitative reasoning skills.

The current salary range (Pay Range 2HX) for City of Milwaukee residents is 54,865 - $76,806 annually, and the non-resident salary range is $53,519 - $74,922 annually.
Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
