Nature of Work

The fundamental reason this classification exists is to oversee a small crew of semiskilled and unskilled workers and participate in maintenance/construction projects which include ballfields, parks, public right-a-ways, playgrounds, neighborhoods, and City-owned buildings.  The major work duties include planning assignments, supervising a crew performing skilled and semi-skilled work, and documenting project activities. The distinguishing characteristics of this classification is Labor Foreman I positions are working supervisors, so they not only perform supervisory duties they also perform duties assigned to their subordinates.  The Labor Foreman I must be familiar with all of the tasks assigned to a crew as well as the equipment operated in order to monitor work progress and train employees in the performance of their duties.  They are responsible for the actions of their crews. Improper direction of crew activities may result in poor construction, costly repairs to damaged property or equipment, costly repairs for incorrectly completed projects, wasted materials, injury to self, co-workers and/or the public.  Incumbents work under general direction.  Assignments are received at the beginning of the shift and the foreman typically prioritizes the assignments.  Supervisors are contacted for guidance in cases of unexpected occurrences or unanticipated situations.  Labor Foremen I are distinguished from Labor Foremen II by the level of skill possessed by subordinates.  For example, a Foreman I typically supervises Service Maintenance Workers while a Foreman II typically supervises employees in classifications such as Equipment Operator and Heavy Equipment Operator.
