Nature of Work

The fundamental reason this classification exists is to supervise work crews and maintenance/construction projects, which include public right-of-ways, parks, ball fields, playgrounds, neighborhoods, and City-owned buildings.  The major work duties include planning for an assignment, directing activities on a work site, documenting project activities, and supervising a work crew.  The distinguishing characteristics of this classification include responsibility for supervising work crews engaged in manual non-skilled to semi-skilled labor performing a variety of maintenance, construction and custodial duties.  Incumbents work under general direction.  They are generally in charge of the crew, plan and carry out assignments with considerable independence, and have some latitude in developing procedures and methods.  Assignments are received at the beginning of the shift and the foreman typically prioritizes the assignments.  Supervisors are contacted for guidance in cases of unexpected occurrences or unanticipated situations.  Errors made during the performance of tasks can result in safety hazards to the general public and the work crew, for example, chemical applications on a playground with numerous children at play, poor construction of sidewalks and roadways, lack of attention to safety hazards, and injuries to work crew.  Labor Foremen II are distinguished from Labor Foremen I by the level of skill possessed by their subordinates.  For example, Foremen II typically supervise employees in classifications such as Equipment Operator, Heavy Equipment Operator and Labor Foreman I.  Labor Foremen I typically supervise Service Maintenance Workers.

Minimum Qualifications

Two years of experience with the City of Montgomery as a lead worker on a construction, maintenance or custodial crew.  Specific expertise may be required based on the specific vacancy, for example, experience in the areas of playground maintenance, ball field maintenance, carpentry, landscaping, lawn care, chemical spraying, utility service, asphalt, and concrete.

Special Requirements

The majority of the jobs require working outside which includes traveling over rough, uneven, or rocky surfaces and working in a variety of weather conditions with exposure to the elements.  All jobs require the movement of objects weighing from 50-70 pounds with assistance; bending or stooping repeatedly over time; and working with cleaning fluids, chemicals, pesticides, insecticides, paints, cleaning agents, or similar solutions.  May work some weekends during peak seasons or prior to and after special city events.  May work longer than normal regular hours to ensure projects are completed in a timely manner.

PHYSICAL ABILITIES:  Physical ability to lift and move objects up to 50-70 pounds as needed to move materials at work sites. Physical ability to sit, stand, walk, stoop, and bend repeatedly for extended periods of time as needed to complete various work tasks.

SPECIAL REQUIREMENTS: Some positions may require possession of an Alabama Commercial Driver's License as needed to drive and operate city vehicles and equipment. Some positions may require possession of a valid Alabama Driver's License or the ability to obtain one within six months as needed to drive and operate city vehicles. Some positions may require a pesticide applicator's license in order to apply chemicals on City properties.

Kind of Examination

If more than five qualified applications are received, a selection procedure will be administered to rank applicants on the register. Tied scores will not be broken. If there are five or less qualified applicants, they will be considered equally qualified and placed on the register in alphabetical order.
