Nature of Work

The fundamental reason this position exists is to develop strategies for analyzing, planning, development, and administration of a city/county wide emergency management training and exercise program with an emphasis on the Strategic National Stockpile (SNS) and state and local Medical Countermeasure (MCM) plans.  This position needs strong project management skills, teamwork talents, and utilizes good facilitation, planning, training and exercise design skills; to include a variety of administrative task involving grant coordination and maintenance of the SNS/MCM programs.  The work responsibilities are coordinates and manages the planning and exercise training of the SNS program; trains, coordinates and manages skilled personnel involved in exercises; maintains, organizes and manages grant funds; serves in various roles during Emergency Operations Center (EOC) activations; serves on a rotating basis as Staff Duty Officer; and assists in implementing emergency management policies and procedures.  Work programs will be developed and approved by the Director of Emergency Management Agency; however, this employee must exercise initiative and judgment in carrying out the above-mentioned tasks. Direct supervision is received from the Director of Emergency Management Agency.

Minimum Qualifications

Bachelor‘s degree in Emergency Management, Political Science, Public Administration, Business Administration or a related field and two (2) years of professional experience in coordinating emergency measures or services to include management, planning, and training. Professional experience may substitute for the required education on a year-for-year basis.

Special Requirements

Must be willing to be on call 24 hours a day in order to activate the Emergency Operations Center during natural, manmade, or technological disasters or hazards. May also be required to report to the scene of an actual disaster as needed. Must have and maintain a valid Alabama Drivers license in order to operate City Vehicles. Must be willing to attend out of town training which may require overnight stay as needed.

Kind of Examination
