Introduction
The Maryland Insurance
Administration (MIA) is an independent State agency that regulates Maryland’s
insurance industry and protects consumers by monitoring and enforcing insurers’
and insurance professionals’ compliance with State law. Staff members are
subject matter experts who serve as a resource for lawmakers, consumers, and
other public and private entities.
The MIA is charged with a
broad range of responsibilities including the licensure of insurance carriers
and insurance producers (brokers/agents) operating in Maryland, the conduct of
financial examinations of companies to monitor financial solvency, and the
review and approval of rates and contract forms. The MIA investigates
reports of consumer fraud and consumer complaints about life, health,
automobile, homeowners, and/or property insurance. Insurance carriers are
subject to market conduct examinations and other actions to monitor compliance
with Maryland law. The MIA also has a unit dedicated to consumer
education and outreach, which participates in hundreds of events and reaches
thousands of individual consumers annually.

Baltimore City, Hybrid (between office and telework), or 100%
remote after successful completion of initial training
POSITION DUTIES
The MIA is recruiting for
a Health Insurance Analyst I in the Life and Health Division’s, Health Review
Unit. The Health Insurance Analyst I in the entry level of work reviewing
health insurance contracts, riders, applications, disclosures and advertising
to determine compliance with Maryland laws and regulations and MIA
Administration requirements. The types of health insurance contract
reviews may include Individual health benefit plan, small employer group health
benefit plan, large group health benefit plan, stand-alone dental with
pediatric dental essential health benefits, Medicare supplement, specified
disease, hospital indemnity, dental, vision, etc. The incumbent corresponds
with health insurance companies, regarding deficiencies in form filings and
makes recommendations to companies on revisions necessary to bring the filings
into compliance with Maryland laws, regulations, and MIA requirements.
The Health Insurance Analyst I also responds to inquiries from the public,
industry representatives, and MIA staff regarding technical health insurance
issues.
MINIMUM QUALIFICATIONS
Education: Possession of
a bachelor’s degree from an accredited college or university.
Experience: None
Note: Two years of experience drafting or analyzing life, annuity, health, HMO, nonprofit health service plan or dental plan organization contract forms for a regulatory agency, or licensed insurer may substitute for the above minimum requirement.
DESIRED OR PREFERRED QUALIFICATIONS
- Ability to convey information clearly, both orally and in writing.
- Ability to understand, interpret and analyze applicable laws.
- Excellent computer skills.
