Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks an HR/Fiscal Administrator to support the Chief Fiscal Administrative Officer. This position will provide personnel, fiscal and administrative activities to the Center for Operations and provide administrative and fiscal support to the Chief Fiscal Administrative Officer. The position will also provide administrative support to the Executive Director and Commission staff.

This position will primarily be responsible for: 
• Directing and coordinating hiring managers through the entire hiring and recruitment process for vacant positions, new positions and reclassifications including position descriptions and advertisements. 
• Completing special payment payroll contracts, contract renewals and contractual conversion paperwork for submission to Employment Services. 
• Conducting personnel onboarding, offboarding and in-house orientations. 
• Completion and oversight of all personnel, recruitment, reclass, promotion and special payments payroll activities. 
• Providing support to Chief Fiscal Administrative Officer including, but not limited to, processing invoices and credit card reconciliations by completing pay block forms and journal entries and submitting to general accounting. 
• Addressing and resolving invoice processing issues with vendor, general accounting and Comptroller’s Office. 
• Providing support to the Executive Director including, but not limited to, reviewing emails to determine work priorities, scheduling meetings and conference calls, preparing materials for meetings. 
• Creating and maintaining a list of personnel priorities, including, but not limited to, recruitment and contractual employee contract renewals and tracking progress on all recruitment and hiring activities. 
• Recommending new policies and procedures to improve the efficiency of personnel processes. 
• Preparing and maintaining the HSCRC organizational chart, phone list, and Workday.
• Organizing periodic all-staff meetings.
• Creating and maintaining knowledge base to include HR Q&A regarding personnel matters. 
• Coordinating new hire essentials with IT and Fiscal Administrator. 
• Updating website administrative and operations content.

MINIMUM QUALIFICATIONS

Qualified candidates must possess five (5) years of professional experience in human resources and fiscal operations. An Associates Degree or higher from an accredited college or university is preferred.

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess a strong ability to work with individuals at all levels of organizations, including hospital CEOs, state agency leadership, and other high-profile stakeholder groups. The proactive individual will initiate and follow through on multiple tasks while demonstrating strong attention to detail and experience with HR recruitment as well as scheduling for various senior staff.  Experience working in a fast-paced environment.
