Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks an Associate Director to assist the Director of the Center Population-based Methodologies in developing, implementing and coordinating research and policy development activities of the HSCRC's Center for Population-based Methodologies. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland All-Payer Health Equity Approaches and Development (AHEAD) Model approved by the Centers for Medicare and Medicaid Services (CMS). The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare's Prospective Payment System.

THIS POSITION WILL PRIMARILY BE RESPONSIBLE FOR: Evaluating, modeling, and assessing projects related to Research and Methodology across a broad spectrum of activities. Major job functions fall into these three areas: Methodological research and evaluation of potential reimbursement methodologies; Development of implementation approaches for newly approved methodologies; and Evaluation of existing reimbursement mechanisms for alteration and refinement.

MINIMUM QUALIFICATIONS

EDUCATION: Master's or higher degree from an accredited college or university in Public Health, Public Policy, Health Economics, or related field is required.

EXPERIENCE: A minimum of five years direct experience evaluating, modeling, and assessing projects related to Maryland hospital financial and reimbursement methodologies. A doctoral degree may substitute for three years of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the ability to lead tasks and projects that require manipulation of large datasets to analyze trends and report findings to various internal and external audiences, as well evaluate, model, and assess projects related to hospital financial and reimbursement methodologies. Experience with statistical analysis using SAS is required. Excellent management and communication skills and ability to handle multiple tasks, manage projects, and meet deliverables will be invaluable in this role.
