This is a SPECIAL APPOINTMENT position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES

This position is the Program Manager for the Maryland Police and Correctional Training Commissions (MPCTC), Physical Training Center (PTC). This position manages the daily operation of the Physical Training Center (PTC) and its associated scenario venues and practical houses to ensure compliance with standards established by the MPCTC. The position also supervises the PTC staff on a daily basis ensuring that the staff follows all Department and PTC regulations and policies in the performance of their assigned duties.
Supervises the daily operations of the Physical Training Center and its associated scenario venues and practical houses ensuring that the requirements of the training schedule and classes are met.
Maintains open communication and is a liaison with Resident Partners that operate within the PTC. 
Manages the expenditure of appropriated funds for the purchasing of various equipment and office supplies and monitors contractual employees to ensure contract terms are not exceeded.
Supervises the daily activities of the PTC instructors.
Advises and assists Staff, Associate Instructors and Subject Matter Experts (SME) in the development and delivery of physical training and defensive tactics requirements.           
Develops, reviews and submits lesson plans created by Staff and Associate Instructors for proper format and content.  
Supervises the Staff on the preparation and completion of the daily training schedule for each class prior to the start of training.   
Independently exercises judgment, initiative and knowledge of the Program Rules and Regulations to entrance - level students.
Conducts ongoing research of training methods, instructional techniques and “best practices” in physical and defensive tactics training.
Obtains and maintains certification in classroom instruction and specialized physical training / defensive tactic instruction. 
On an as needed basis, provides necessary support, both in and out of the classroom, to staff members and associate instructors.
On an as needed basis, instructs/facilitates designed curriculum within the PELTP in order to ensure compliance with standards established by the Police Training and Standards Commission.
Instructs on a regular basis with specialized classes associated with “Defensive Tactics” to client agencies. 
Maintains liaison with members of the Maryland Police Training Directors.
Attends police related training classes to maintain the broad base of knowledge and skills necessary to facilitate presentation of a wide variety of law enforcement related topics to students.
Performs other duties as necessary at the direction of the Assistant Director of Law Enforcement Training.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Five years of supervisory experience in administrative or professional work.

Notes: Candidates may substitute additional professional experience as defined above on a year-for-year basis for the required education, for up to four years.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding your qualifications.

Five years of criminal justice related defensive tactics skills experience within the past 10 years.

Five years of experience related to physical fitness instruction within the past 10 years.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Three years of experience managing a public safety training facility.

Currently possess or able to obtain within 6 months a Maryland Pool and Spa Operators certification.

· Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
