POSITION DUTIES
Are you a strategic thinker with a passion for public finance and operational excellence? The Office of the Comptroller of Maryland is seeking a seasoned leader to serve as Director of the Office of Administration & Finance—a pivotal role at the heart of Maryland’s fiscal operations.
As the agency’s chief financial and administrative officer, you’ll lead a team of 22 and oversee the full spectrum of budgeting, accounting, procurement, and administrative services across all programs within the Comptroller’s Office.
What You’ll Lead:
- The development and execution of the agency’s multi-million-dollar operating budget.
- Procurement operations, ensuring compliance with Maryland’s finance and procurement laws.
- Invoice payments, expenditure tracking, and financial reporting.
- Capital grant and loan disbursements for the Board of Public Works.
- Oversight of fleet management, mailroom operations, and central services.
Key Responsibilities:
- Provide centralized control over the agency’s budget cycle—from formulation to execution.
- Review and analyze monthly budget projections to ensure alignment with program goals.
- Establish and maintain the agency’s account code structure.
- Ensure all procurements meet state regulations and best practices.
- Supervise operational support functions that keep the agency running smoothly.

MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s degree in accounting, finance, or a related field from an accredited four-year college or university.
Experience: Five (5) years of professional progressively responsible experience in accounting, budgeting, and procurement.

DESIRED OR PREFERRED QUALIFICATIONS
- A master’s degree or Certified Public Accountant (CPA) license
- Strong working knowledge of the State of Maryland budget, accounting, and procurement systems and applications; government finance procedures and standards; accounting principles and practices; and business administration
- Strong oral and written communication, and interpersonal skills
- Ability to manage multiple projects and meet deadlines in a fast-paced environment
- Ability to lead, mentor, coach, and develop the team; foster collaboration and accountability; and manage performance
