Main Purpose of Job

The Director for the Revenue Administration Division (RAD) at the Comptroller of Maryland (COM) is a key member of the Leadership Team. The position reports directly to the Chief Deputy Comptroller and then to the Comptroller.

In this role, the Director directly oversees the majority of tax collection and revenue processing for the COM and therefore the State of Maryland. Each year, RAD processes more than 3.5 million personal income tax returns, 1.0 million sales tax returns, 2.9 million income tax withholding returns, as well as myriad other taxes and fees. Financially, RAD collects and accounts for more than $35.0 billion per year and refunds approximately $3.0 billion per year.

To directly oversee these efforts, the Director administers a budget of approximately $40.0 million and has 240 full-time staff. The Director and their teams work closely with the Agency CIO and IT division to develop systems and processes that most efficiently enable effective tax administration. Given the large processing volume, small error rates have significant consequences; RAD oversees the resolution of those errors and seeks continuous improvement to either prevent or rapidly cure. To meet broader administrative goals, RAD works closely and in concert with other COM divisions, most notably the Compliance and Taxpayer Services divisions. In addition to administration, the Director works with the Maryland General Assembly and various Governor administered agencies to inform and support good tax policy. This role is critical to everything that State government seeks to accomplish. We provide the financials that support healthcare, public safety, education, and financial hardship reduction.

POSITION DUTIES

This position directs the entirety of the Revenue Administration division. The Revenue Administration division is charged with administering the majority of taxes collected by the Agency as well as the State of Maryland. Direct administration responsibilities include the development of tax forms, the development of requirements to facilitate the processing of taxes to be shared with the technology divisions, the processing of tax forms and related payments, the curing of items that violate system rules, and the rework of items where the Agency or the taxpayer needs to change a record. In this role, the owner will create and follow through on strategic plans for the division that are in-line with the Deputy Comptroller and Comptroller’s visions while also ensuring that daily operations of the division are meeting various standards.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

  • Seven years of experience in banking, financial operations or treasury Services
  • Three years in a senior leadership role
  • Two years of experience with federal or state tax law and administration

DESIRED OR PREFERRED QUALIFICATIONS

  • Bachelors’ or Masters’ Degree in Finance, Accounting, Business Administration, Information systems, or a related field. MBA Strongly preferred.
  • Experience with CRM platform
  • Proven track record of managing high-volume, high-value transaction environments
  • Knowledge of transaction monitoring, fraud prevention tools, and real-time reconciliation systems
  • Experience managing audit processes and internal controls
  • Strong people management and cross-functional leadership skills
  • Demonstrated ability to lead large operational teams and drive process improvements
  • Excellent strategic thinking and crisis management capabilities
  • Experience working with software development processes related to financial operations
  • Strong communication skills
