Main Purpose of Job

The Program Mgr Sr I is responsible for directing programs that have a broad scope and major impact on agency missions and operations of Div. of Capital Construction and Facilities Maintenance. This position functions as the Assistant Director for Maintenance Operations for the Division of Capital Construction and Facilities Maintenance and assists the Division in managing planning, monitoring and coordinating construction of capital/critical maintenance projects and maintenance operations. It includes managing, supervising, planning, financial accountability, negotiation for architects / engineers (A/E), construction modification work, recommendations and scheduling of activities with regards to capital/critical maintenance projects, reventative maintenance and general maintenance of 19 facilities over 7.5 million sq/ft.

POSITION DUTIES

The Program Manager Senior I is responsible for directing programs that have a broad scope and major impact on agency  missions and operations of Div. of Capital Construction and Facilities Maintenance. 

This position functions as the Assistant Director for Maintenance Operations for the Division of Capital Construction and Facilities Maintenance and assists the Division in managing planning, monitoring and coordinating construction of capital/critical maintenance projects and maintenance operations. 

It includes managing, supervising, planning, financial accountability, negotiation for architects / engineers (A/E), construction modification work, recommendations and scheduling of activities with regards to capital/critical maintenance projects, preventative maintenance and general maintenance of 19 facilities over 7.5 million sq/ft.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Bachelor's degree from an accredited four-year college or university, in Architecture & Planning, or other related field.

Experience: Ten (10)years of experience in Facilities Management; Ten (10)years  of Project Management experience; Five (5)years. of Program Management and Capital Construction experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience working with diverse populations, including incarcerated individual  
2. Ability to develop an emergency action plan and execute it successfully.   
3. Experience resolving emergency repairs with short timelines 
4. Familiarity with Maryland's correctional system and relevant stakeholders 
5. Demonstrated ability to work under tight timelines and with all levels of management, staff, and contractors

A background investigation will be required for this position.

· Personal Leave - New State employees are awarded six (6) personnel days annually (prorated based on start date)

· Annual Leave -Ten (10) days of accumulated annual leave per year
· Sick Leave -Fifteen (15) days of accumulated sick leave per year 
· Parental Leave - up to Sixty (60) days of paid parental leave upon the birth or adoption of a child 
· Holidays - State employees also celebrate at least Twelve (12) holidays per year
