Main Purpose of Job
The Program Manager Senior I serves as the principal
manager of the Solid Waste Program (SWP), one of the core units of the Land and
Materials Administration (LMA). The position requires considerable technical
expertise relating to solid waste disposal and recycling technology,
engineering and operational practices, the migration of contaminants in the
environment, and numerous other technical topics, as well as the ability to
successfully communicate significant elements of these matters in public forums
and courtroom settings. The selected candidate will oversee the Solid Waste
Operations Division, the Compliance Division, the Hazardous Certifications and
Reporting Section. In addition, supervises staff engaged in technical
regulatory activities in scientific, technical, clerical, and administrative
classifications.
The working conditions for this position involve exposure
to uncomfortable or unpleasant surroundings and hazardous conditions which may
result in injury. In addition, the work requires use of protective equipment
such as googles, gloves, mask, etc.
This is a field position and will require traveling in the
surrounding Maryland counties. The incumbent in this position will be required
to drive a State vehicle. If you maintain an out-of-state driving license, you
must provide a certified copy of your driving record from the appropriate Motor
Vehicle Administration at the time of appointment. Individuals must maintain a
driver's license with no more than 5 points on their driving record in order to
drive a State vehicle.
MINIMUM QUALIFICATIONS
EDUCATION: Possession
of a Bachelor's degree from an accredited college or university that includes
30 credits in engineering, biological, environmental, physical sciences or
other appropriate technical education, or possession of a Bachelor's degree
from an accredited college or university in Environmental Law or Environmental
Public Policy or other appropriate related degree.
EXPERIENCE: Six
(6) years of experience supervising a professional staff in an environmental
field or experience as an environmental project manager including assigning
tasks, setting priorities, and reviewing work products.
NOTES:
1. Professional or scientific experience related to
natural resources, environment or public health may be substituted on a
year-for-year basis for education.
2. Registration as a Professional Engineer may be
substituted for the required education.
3. One additional year of experience in professional
scientific, natural resources, or environmental or public health may be
substituted for the 30 specialized academic credits.
DESIRED OR PREFERRED QUALIFICATIONS
Bachelor’s or master’s degree in Geology, Environmental
Science, or Engineering.
10 years professional work experience in solid waste, public works, or
environmental engineering.
5 years professional experience supervising or managing a team of 10 +
geologists, other scientists, or engineers.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days
annually (prorated based on start date).
ANNUAL LEAVE - ten (10) days of
accumulated annual leave per year.
SICK LEAVE – fifteen (15) days of
accumulated sick leave per year.
PARENTAL LEAVE – up to sixty (60) days
of paid parental leave upon the birth or adoption of a child.
HOLIDAYS – State employees also
celebrate at least twelve (12) holidays per year.
