POSITION DUTIES

​​The Comptroller of Maryland (COM) seeks an energetic, driven leader for COMStat, the agency's performance management and public accountability system. This is an exciting opportunity to lead the development of systems that use data to improve performance across the entire agency. Performance management helps government entities use technology and data to set goals, hold participants accountable, connect to stakeholders, track progress, and achieve results. By collecting and analyzing data and evidence, determining the desired outputs and outcomes, and linking data to overarching priorities, government leaders can use performance management to better the services offered to their community and residents. 

The Comptroller of Maryland is responsible for administering the state’s taxes, managing its payroll system, regulating motor fuels, distributing unclaimed property, and serving as principal accountant. The COMStat Director is responsible for leading the agency’s performance management and open data functions by collecting, analyzing, interpreting, and reporting the wide variety of data generated by Maryland’s tax administration agency. 

The role involves the following key functions: 
  1. COMStat Program: Lead the agency’s performance management function in administering a Stat program. Drive improvements in service delivery and operational efficiency while promoting transparency within COM services. 
  2. Open Government Data (OGD): Design and maintain an OGD program which provides public access to informative, useful data regarding COM’s operations and Maryland’s key economic indicators. 
  3. Executive Data Office: Fulfill the data needs of the Executive office by providing timely and accurate reports to external stakeholders such as constituents, internal department leads, other government entities, advocacy groups, and professional organizations. 
  4. Consultancy and Other Data Projects: Provide accurate and user-friendly data products to COM departments that seek to use data to advance their productivity.​

MINIMUM QUALIFICATIONS

​​Education: Bachelor’s Degree
Experience: Six years of administrative staff or professional work.
Notes:
  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  2. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.​ 
Please note: Administrative Staff experience differs from general administrative experience. Administrative staff encompasses discretion and independent judgment directly related to policies, operations, or supervision of personnel. A candidate with administrative staff experience will demonstrate the ability to identify the root cause of issues, develop alternative courses of action and implement new policies or procedures. General administrative experience is routine support work that is often present in administrative assistant or other office roles.

DESIRED OR PREFERRED QUALIFICATIONS

  • Prior experience implementing a Stat and/or Open Data program.
  • Effective communication using Microsoft Office Suite (particularly Excel, Word, PowerPoint, and Outlook). 
  • Expertise in Microsoft Power BI. 
  • Expertise in SQL.
  • Expertise in ArcGIS.
  • Expertise in R.
  • Work-products or work experience demonstrating excellent project management, memo-writing, and data visualization skills. 
  • Work-products or work experience demonstrating ability to present and facilitate data conversations at multiple levels in the agency.
  • A Master’s Degree in Public Policy, Statistics, Economics, Business, or a similar field.
