Introduction
Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in
Maryland have paid time off for medical and family reasons. FAMLI is a social insurance
system covering 2.6 million workers and 180,000 employers, delivered as a digitally native,
public-facing service. We’re in the middle of building something as big and as far-reaching as
unemployment insurance or a new health department. We know that delivering services
primarily through a website, over the Internet, is a new way of doing business in government,
and “business as usual” is not in our vocabulary.
The FAMLI Division is seeking a Fraud Prevention Manager to build and oversee the FAMLI
program’s fraud prevention strategy and team. As state benefit programs across the country are
increasingly targeted by sophisticated, international criminal elements, FAMLI’s Fraud
Prevention team will be on the front lines of protecting this critical program’s financial health
and sustainability. We need a leader grounded in best practices from across the public and
private sectors who is up for the challenge of designing an innovative and effective fraud

Main Purpose of Job
The Fraud Prevention Manager leads efforts to safeguard the Family and Medical Leave
Insurance (FAMLI) program from potential fraud risks by developing and implementing
strategies to detect, prevent, and mitigate fraudulent activities. This role leads the team
responsible for analyzing program data, monitoring for irregularities, and designing
policies to strengthen internal controls. By proactively implementing effective fraud
prevention measures, the Fraud Prevention Manager plays a crucial role in protecting and
supporting the FAMLI program’s long-term financial security, ensuring that Marylanders
can continue to benefit from paid leave.
POSITION DUTIES
Duties of this position include but are not limited to:
● Develops and implements fraud prevention strategies, drawing on best practices in the fraud prevention industry
● Evaluates, implements, and manages fraud detected tools, software, and systems
● Assesses rick potential of current procedures and makes recommendations to minimize exposures
● Evaluates the adequacy and effectiveness of policies, procedures, processes, and internal controls
● Analyze data to identify potential instances of fraud and implement strategies to prevent future fraudulent activity
● Reports and presents findings to senior management outlining trends, risks, and mitigation strategies
● Manages Fraud Prevention team, providing the direction and support to ensure effective fraud management
MINIMUM QUALIFICATIONS
Education:
● Possession of a Bachelor’s degree from an accredited college or university
Experience:
● Ten (10) years of progressively responsible experience in fraud prevention, fraud risk
management, or a related field, including at least three (3) years supervising others.
DESIRED OR PREFERRED QUALIFICATIONS
● Direct experience with fraud analytics
● Experience researching, evaluating, choosing, and implementing technology solutions
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result if unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
