POSITION DUTIES
How would you like to work in the downtown Annapolis, surrounded by the charmed of this historic city and the Chesapeake Bay? Not to mention famous restaurants, coffee shops, and the beautiful city dock.
The Comptroller's Taxpayer Services Division is looking for a Program Manager III to join our team in Branch Operations. The successful candidate will be self motivated, detailed oriented, a decision maker and most importantly, a leader of our Branch Operations section.
The main purpose of this position is to manage Branch Operations, which includes (11) branch offices and (1) virtual branch office throughout Maryland. The position trains the Assistant Section Manager in their duties as well as learning the duties of the manager. This position is considered one of the agency’s essential emergency personnel.
PLEASE NOTE:
- The nature of the position requires that the employee be able to travel within the State of Maryland, and provide their own transportation to visit various branch offices located within the State of Maryland.
- Employee must be able to tolerate an occasional uncomfortable or unpleasant experiences presented by upset or irate taxpayers.
- Work may involve special physical demands such as lifting 25 to 35 pounds, climbing ladders, etc.
- Employees are unable to prepare tax returns outside of the requirements of the job or work for private accounting companies.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five years of professional experience in auditing, accounting, tax law, general management, or customer service. One year of this experience must have involved supervising professional accountants or auditors; giving legal advice requiring the interpretation of tax laws in the capacity of a tax professional; or having been in a responsible administrative or management capacity.
NOTE:
Candidates may substitute the possession of an associates degree for two years of the required experience in auditing, accounting, tax law, general management, or customer service.

DESIRED OR PREFERRED QUALIFICATIONS
- Prior supervisory/management experience.
- Customer Service Experience.
- Organizational skills.
- Communication Skills (both verbal & written)
- Ability to manage multiple remote locations
- Experience with personal computer and software applications.
- Experience creating quantitative reports
- Knowledge and experience in Maryland tax laws and forms.
- Knowledge and experience in Federal tax laws and forms.
LIMITATIONS ON SELECTION
- Employee must be able to work in a full-time capacity: Monday through Friday from 8:00 a. m. to 5:00 pm.
- Work may involve special physical demands such as lifting 25 to 35 pounds, climbing ladders, etc.
- Leave may be limited during certain times of the year due to high volume events, projects or special assignments. Evening and weekend work may be required during peak times of the year.
