The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

POSITION DUTIES
The main purpose of this position is to manage, through the
creative coordination of staff and resources, the Department of Public Safety
and Correctional Services Central Home Detention Unit. This involves being
responsible for the operation of three separate home detention programs, all
separately and uniquely codified in the Annotated Code of Maryland and
C.O.M.A.R. The position’s authority and level of accountability is delegated
separately by the Commissioner of the Division of Correction.
Administers all operational aspects of the home detention
and parole retake warrant processes to include:
a. Short and
long range planning
b. Establishing
goals for growth and change
c. Independent
policy and procedure development
d. Staff
selection
e. Budget
f. Supervision
of subordinate managers
g. Preparation
of legal documents, i.e. Annotated Code of Maryland, C.O.M.A.R.
h. Statistics,
trends, and public image
i. Standards
development
j. Supervision
of contractual service, i.e. medical, monitoring equipment, etc.
As codified in Article 27, §589A and Article 41,
§4-1404, serves as the designee of the Commissioner of Correction. This
authority extends to final approval of offenders for movement from a prison
housing assignment to that of community supervision on home detention. Approval/Disapproval
authority of case management and security instruments, as well as
approval/disapproval of community and compassionate leaves for offenders on
home detention.
MINIMUM QUALIFICATIONS
Education:
Bachelor's degree.
Experience: 2
years of experience as a Correctional Assistant Warden or 4 years of experience
as a Correctional Facility Administrator.
Note: 5 years of
experience as a Director or Manager of a program within a Correctional Facility
can be substituted for the required experience.
