LOCATION OF POSITION

Wastewater Pollution Prevention and Reclamation Program

Main Purpose of Job

The incumbent in this position will direct the activities of the On-Site Systems Division of the Wastewater Permits Program. Responsibilities include oversight of federal grants, municipal groundwater discharge permitting and implementation of State Water Quality initiatives to control non-point sources of pollution from on-site sewage disposal systems. The incumbent will also be responsible for implementing septic system inspector training approval program, and program elements delegated to 24 local approving authorities.

The incumbent in this position will be required to drive a State vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver’s license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelor's degree from an accredited college or university that includes 30 credits in the biological, environmental, physical sciences, other appropriate technical discipline, or possession of a Bachelor's degree from an accredited college or university in Environmental Law or Environmental Public Policy or other appropriate related degree.

EXPERIENCE: Five (5) years of experience supervising professional staff in an environmental field or experience as an environmental project manager including assigning tasks, setting priorities, and reviewing work products.

NOTES:

(1) Professional or scientific experience related to natural resources, environment or public health may be substituted on a year-for-year basis for education.

(2) One additional year of experience in professional scientific, natural resources, or environmental or public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:
• A Bachelor's degree in Geology;
• Experience accessing sites for the suitability of placement of onsite systems. Experience could include but is not limited to, well drilling, accessing adequate space for placement, acceptable soil and site conditions and the required separations distances between the on-site system and buildings, water supplies, and other structures;
• Experience directly supervising staff;
• Experience managing supervisors;
• Experience with municipal wastewater.

PERSONAL LEAVE - New State employees are awarded six (6) personal leave days annually (prorated based on start date).

ANNUAL LEAVE - ten (10) days of accumulated annual leave per year.

SICK LEAVE – fifteen (15) days of accumulated sick leave per year.

PARENTAL LEAVE – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

HOLIDAYS – State employees also celebrate at least twelve (12) holidays per year.
