Main Purpose of Job

The main purpose of this position is to act as the Deputy Director to the Assistant Director of Children’s Services and assist with the overall management of the division. This position is also responsible for providing managerial oversight and supervision to the Home Finding/Resource Family and Support Units and functions as the interagency liaison for various programs within the Children’s Services Division. This includes serving as liaison on the Local Management Board, Baltimore County Non-Public Education Office; providing administrative oversight to the Interstate Compact Placement for Children; provides consultation to private providers, represents the department on workgroups with the Social Service Administration and coordinates with private providers to assess the capacity to develop child specific plans to divert out of state placement.

POSITION DUTIES

  • Directs the recruitment, home study approval, training, and retention of resource families and utilization of agency and private providers.
  • Directly coordinates the agency’s recruitment plan for foster/adoptive parents. 
  • Coordinates and provides pre-service training for resource parents. 
  • Reviews and gives final approval of foster/adoptive home as placement resources.
  • Compiles, analyzes and evaluates data related to recruitment and approval of family homes.
  • Oversees family resources retention activities. 
  • Provides consultation to staff regarding eligibility, funding, and licensing. 
  • Coordinates the development of a resource parent profile guide for review by children being considered for placement
  • Coordinates interagency collaboration with other child-serving agencies by representing the agency and acting as a Liaison, participating in multi-disciplinary team meetings. The position serves as Liaison for the Local Management Board, Baltimore County Non-Public Education Office, to ensure policies and procedures are adhered to, for the access of funding for youth out of state treatment.  
  • Represents the local department on workgroups with SSA and, coordinates with private providers to develop plans to support the diversion of out of state placement of youth with intense behavioral challenges.

MINIMUM QUALIFICATIONS

Education:  Master's Degree in Social Work from an accredited college or university.

Experience:  Five years of public and/or private child welfare experience, with two of those years supervising subordinates.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:
  • One year of experience with out of home foster care placements.
  • One year of experience managing a budget.
  • One year of experience with recruitment and retention of resource parents.
  • Possession of an LCSW-C licensure from the Maryland Board of Social Work.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Possession of an LMSW licensure from the Maryland Board of Social Work.

  • Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
