Introduction
The Governor’s Workforce Development Board (GWDB) is the Governor’s chief strategy and policy-making body for workforce development in Maryland. The GWDB engages business, labor, education, community and government leaders to collaborate on business-led workforce approaches that advance Maryland’s economic competitiveness and provide access to pathways to work, wages and wealth to all Marylanders. Pursuant to the Blueprint for Maryland’s Future (“the Blueprint”) law, the Career and Technical Education (CTE) Committee was established as a unit within the GWDB in 2022. The CTE Committee’s purpose is to build an integrated, globally competitive framework for providing CTE to Maryland students in public school, institutions of postsecondary education, and the workforce.
We are looking for a proactive, organized, and detail-oriented Program Manager to work closely with GWDB leadership and project manage the activities of the CTE Committee. The ideal candidate is detail-oriented and adept at communication skills (written and verbal), managing projects, graphic design aesthetic, strategic decision-making, writing reports, analyzing policy, and building effective relationships. This position is hybrid and will require working in the GWDB’s Baltimore office as well as telework, both on a weekly basis, in addition to ad hoc travel to partner locations across the state on an as-needed basis.

Main Purpose of Job
Efficiently managing projects to ensure the CTE Committee meets its statutorily required duties, planning logistics for the public quarterly meetings of the CTE Committee, drafting reports and policy issuances, establishing and maintaining productive relationships with partners across the State, and supporting the GWDB and the CTE Committee in achieving their strategic vision and desired outcomes.
POSITION DUTIES
Project manage deliverables:
Develop, draft, and review plans, annual reports, legislation, policy issuances, and communication/marketing materials. This is inclusive of items relating to innovative practices in CTE, Registered Apprenticeships for high school students, industry-recognized credentials, career counseling, and monitoring visits.
Facilitation of meetings. This is inclusive of the CTE Committee’s quarterly public meetings and other meetings where staff/members are presenting or engaging stakeholders. This is inclusive of meeting pre-planning and logistics, content development (agenda, presentations, meeting materials, talking points), and execution of meetings (both in-person and hybrid using Zoom or Google Meets).
Identify, establish and maintain effective, efficient and productive working relationships with various partners. An essential component of the GWDB and CTE Committee is to develop programming in close partnership with the private sector, in conjunction with State Agencies, workforce partners, and school districts. This position will need to work closely with employers, industry associations, nonprofits, apprenticeship sponsors, school districts, and State Agencies to effectively communicate and translate CTE and workforce needs across multiple audiences. This position will assist in communicating between multiple entities to ensure alignment across the state.
- Develop and maintain project work plan(s) for specific responsibilities of the CTE Committee. Ensure timely execution of projects through realistic timelines, facilitating next steps through effective decision-making based on available resources, assigning tasks to staff, identifying changes, addressing challenges, and reporting on project status when applicable.
- Prepare information in response to any inquiries, including those from the GWDB, CTE Committee, Accountability and Implementation Board, and other entities.
- Facilitate and review work on various projects or assignments with staff and/or contractual vendors.
- Make decisions and manage strategic planning related to specific work flows and projects, as assigned.
- Supervision of the Policy Analyst, inclusive of managing workflow, providing guidance, and evaluating work products.

- Draft various written materials, including policies, implementation plans, statutorily required reports, guidance, and communication to CTE Committee members, partners, and stakeholders.
- Designing visual aides to effectively communicate CTE Committee materials and work, inclusive of presentations, one-pagers, graphics in reports etc.
- Review and evaluate reports and plans from various entities, including Local Education Agencies, Maryland State Department of Education, Accountability and Implementation Board, Local Workforce Development Boards.
- Ensure compliance with all applicable federal, state and local laws as well as departmental and programmatic regulations and policies.
- During the Maryland legislative session, coordinate and review responses to bills impacting the CTE Committee.

- Provide technical assistance and disseminate best practices to various partners.
- Coordinate outreach and education on behalf of the CTE Committee in providing technical assistance, when applicable.
MINIMUM QUALIFICATIONS
Educations: Bachelor's degree from an accredited college or university.
Experience: Three to five years of professional experience with project management, preferably in the area of CTE. Three to five years of professional experience and subject matter expertise in the areas of CTE, Registered Apprenticeship, and/or career counseling for youth.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
1) Experience and/or knowledge of the Blueprint, industry-recognized credentials, Perkins, and/or other workforce development topics particularly relating to youth and young adults.
Applicants must submit a recent work plan showcasing their project management approach, as well as a presentation slide showcasing their design and communication style. Preferably these samples would be related to the subject areas within this job description, but this is not required.
2) Proficiency in virtual meeting platforms (Zoom), Microsoft Office Suite, and Google Drive.
3) Demonstrated competence with written and verbal communication, inclusive of drafting presentation slides, designing one-pager/marketing materials (such as in Canva), and drafting reports.
SPECIAL REQUIREMENTS
