Main Purpose of Job

This position will support the Maryland Cannabis Administration (MCA)'s Resource, Enterprise and Diversity Investment (REDI) Division by managing MCA’s training programs which are centered around the cannabis industry workforce, including industry-wide best practices for employers and the broader workforce. Such management will include, but not be limited to, curriculum development; course instruction and design; recruitment; and contractor location. Such management will also include support and engagement, along with Statewide implementation and job/internship placement.

This position will lead the development and delivery of training for both internal and external audiences, as it pertains to workforce education, labor laws, legal requirements, regulations, and the value of a diverse workforce. This position will also support licensee compliance with mandated, approved diversity plans. Additionally, this position will be responsible for providing administrative support and informed communication to both internal and external stakeholders, with an emphasis on fair labor practices and labor rights. 

Furthermore, this position will serve as an Administrator and/or a member of focus and roundtable groups, along with other bodies who will work to study and enhance the cannabis industry workforce. Finally, this position will be responsible for the analysis of key laws and regulations which are centered around labor practices, protections, policies, and education.

Evening and/or weekend work will be required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Education, Management, Public Policy, Workforce/Labor Studies, Cannabis Science/Industry, and/or a closely related field.

Experience: Three (3) years of experience evaluating, analyzing, researching, and/or developing training programs, policies and evaluations, as well as a minimum of two (2) years of supervisory or managerial experience.

*A writing sample of an independently or collaboratively developed training program; a learning-based program outcome report; OR a course proposal that is geared towards professional and/or adult learners, should be included with the submission of a State of Maryland application for this recruitment.*

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience developing, planning, executing, and/or evaluating educational programs. The desired candidate should also have experience managing grants and/or contracts, along with professional experience with budgets and the tracking of expenditures.

In addition, the desired candidate should have experience applying and/or monitoring a program's compliance with workforce and labor laws. Furthermore, the desired candidate should be knowledgable of the cannabis industry, specifically within the State of Maryland. To add on, the desired candidate should possess a demonstrated ability to promote organizational change, as well as possess an understanding of, and/or experience in, general evidence-based training programs, whether or not such programs are associated within the cannabis industry.

Finally, the desired candidate should possess a Master's degree or higher from an accredited college or university in Education, Management, Public Policy, Workforce/Labor Studies, Cannabis Science/Industry, and/or a closely related field.
