The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of Program Manager I (Statewide Transportation Director), so come join our team and make a meaningful impact on youth and the community at DJS!

The main purpose of this position is to direct the operation of the Department of Juvenile Services Transportation Unit, which provides transportation services statewide to meet the needs of youth under the Department's supervision, care, and custody. This includes transportation and supervision of youth for judicial proceedings, medical appointments, placement transports, and all other transportation needs as needed.

POSITION DUTIES

Directs and manages the coordination of statewide transportation requests in accordance with departmental policy and procedures.

Monitors to ensure appropriate and efficient use of resources to meet transport needs to judicial proceedings, medical appointments, and placement transports, and all other transports as needed.

Establishes post orders and operating procedures to ensure safety and security of youth and staff.

Responds to all concerns or complaints by developing systems, operational procedures and implementing corrective action plans. Ensures on-call transportation coverage is available to address emergency transportation needs in a timely manner. 

Develops management reports to track workloads by assigned region. Reports, that track, manage and reduce overtime. Completes and submits monthly reports to the Executive Director of Residential Services or as needed. 

Utilizes the OPS system to monitor assignment locations and adherence to state traffic laws and suggested routing.

Maintains inventory of vehicles, unit equipment, uniforms; ensures timely requisition and replacement of inventory as needed.                       

Analyzes and evaluates unit operations, drafts standard operating procedures, directives, and memos to staff to address unit procedural changes.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  
Experience: Must possess a valid Maryland driver's license and five years of driving experience. A certified driving record will be required prior to hire. 

DESIRED OR PREFERRED QUALIFICATIONS

Experience transporting youth under State supervision, care, and custody.

Two years of supervisory experience directing and managing the coordination of government transportation requests per departmental policy and procedures.  

Experience developing systems and operational procedures and implementing corrective action plans to respond to concerns or complaints.
