Introduction

The Maryland Department of Commerce is seeking current qualified Maryland State Employees for the position of Director of the Office of Equal Employment Opportunity, Americans with Disabilities Act, and Fair Practices. This position reports directly to the Secretary of Commerce.

THIS POSITION IS OPENED TO CURRENT MARYLAND STATE EMPLOYEES ONLY 

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The primary responsibilities are to manage, direct, administer, coordinate and enforce all functions of the agency’s Equal Employment Opportunity Program (EEO), Fair Practices and the Americans with Disabilities Act (ADA).  This includes handling any associated budget responsibilities, and all EEO activities while building a well-diversified workforce for Commerce employees and its job applicants.

POSITION DUTIES

The Director will conduct necessary investigations, deliver agency compliance trainings, and other relevant programs. This is accomplished while promoting a diverse, inclusive and equitable workforce that is free of unlawful discrimination, harassment, and retaliation. The incumbent will represent Commerce in matters relating to the functions of the Office by responding to and meeting with external administrative and enforcement entities, as well as with managers and officials of other agencies. This position must maintain effective, strict, professional confidentiality and abide by legal compliance.

Candidates must possess excellent interpersonal, written, and oral communications skills to communicate effectively; strong organizational skills; have the ability to handle multiple, concurrent and high priority tasks; effectively interact with all levels of internal employees, the public/applicants, government officials and enforcement agencies; have a demonstrated and proficient knowledge of equal opportunity and fair practices according to Federal, State, and local laws, rules, policies, and regulations. 

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university AND

Experience: Seven (7) years of professional experience with five (5) of the years involving recent demonstrated administrative/professional full performance experience in Maryland State EEO, Fair Practices, and the administration and accommodation of the ADA.  This experience must have included related policy creation and implementation, investigating claims, and compliance and experience conducting training programs.

Note: Additional years of experience may be substituted year-for-year for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience administering the State’s EEO program, aligned with the policies of the Office of the Statewide EEO Coordinator’s Office.

Experience monitoring policy and compliance with state/federal EEO laws and policies, conducting investigations, and mediating complaints on discrimination, harassment, retaliation and bullying. 

Experience producing investigative reports, formal responses to complaints, and position statements. 

Experience developing and delivering training on MD State Sexual Harassment Policy.

Proficient Experience in the use of Workday, Google Email & Drive, Microsoft Office Suite, tracking and reporting, developing Power Point training presentations, and knowledge of other relevant software/systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Some Statewide travel is required.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
