Introduction

The Maryland Department of Labor is accepting applications for the position of Administrative Program Manager I. This position will be a liaison between the Office of the Secretary of Labor and the Division of Occupational and Professional Licensing on matters concerning policy and legislation. It will review updates to applicable statutes and regulations and provide management support and guidance regarding new regulatory and legislative bills and process changes. The position will also verify that each licensing unit strictly complies with all applicable statutes and regulations with all 25 programs.

Main Purpose of Job

This position will be a liaison between the Office of the Secretary of Labor, the Office of the Governor of Maryland, and the Division of Occupational and Professional Licensing. It will review updates to applicable statutes and regulations and provide management support and guidance regarding new regulatory and legislative bills and process changes. The position will also verify that each licensing unit strictly complies with all applicable statutes and regulations with all 25 programs.

POSITION DUTIES

Duties may include, but not limited to:
  • Assist the board counsel in drafting legislative and regulatory proposals to establish and clarify laws in accordance with administrator policies
  • Drafts correspondence in response to citizens, legislator, or external organizations for signature of the Commissioner, Secretary, or Governor
  • Coordinates response to request for information from legislators, the media, citizens, and the industry to ensure responsiveness, accuracy and conformity with the Maryland Public Information Act
  • Prepares various statistical, annual, and special reports for review as required by the administration and General Assembly
  • Serves as a counterpart to the Secretary's legislative staff members
  • Completes special projects as assigned by the Commissioner's Office and the Office of the Secretary

MINIMUM QUALIFICATIONS

Education: Bachelors Degree
Experience: 2 years of experience in the Maryland General Assembly and 1 year of experience managing a customer service-oriented government program or other organizational program and one year of experience developing, implementing, and evaluating policies, plans and programs.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience interpreting and applying State Government laws, regulations, policies, and procedures

Experience with process improvement

Experience managing issues related to licensing, compliance, and regulation

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
